Reporters learned at the conference that in 2025, Heilongjiang Province comprehensively rectified market order by addressing "pain points" such as unfair competition and "involutionary" competition that are of concern to business entities, and "hot" issues such as food safety and consumer rights protection that are of concern to the public. Through the comprehensive use of sampling and monitoring, regulatory enforcement, and credit punishment, the province's system investigated and handled 14,936 cases of various types in the field of market supervision. Among them, the number of cases investigated and handled in areas such as public welfare measurement, online transactions, and illegal pyramid schemes all increased by more than 100%. At the same time, 26 specific measures for service-oriented enforcement were implemented, making the prevention of illegal activities and the healthy development of business entities important tasks. 2,089 cases of "no penalty for first-time offenders" and "exemption from penalty for minor offenses" were handled, reducing or waiving fines and confiscations amounting to 98.5288 million yuan.
With the Spring Festival approaching, and facing the peak season for winter tourism, the Heilongjiang Provincial Market Supervision Bureau will continue to deepen the "100-Day Action" for winter ice and snow tourism, focusing on implementing six key measures. First, it will intensify food safety and special equipment safety inspections during the Spring Festival, implementing closed-loop supervision across the entire chain. Second, it will focus on inspecting hotels, restaurants, and tourist shopping areas, severely cracking down on illegal and irregular activities such as unclear pricing, extra charges, and price fraud. Third, it will ensure the smooth operation of the 12315 complaint and reporting channel, handling complaints and reports quickly and efficiently in accordance with the law. Fourth, it will install fair scales in prominent locations in key places such as supermarkets and markets to ensure accurate measurement. Fifth, it will promptly investigate and handle clues related to false and illegal advertising.
