On January 23, the "Heilongjiang Province Skilled Workers Empowering High-Quality Development of the Ice and Snow Economy Achievement Release Ceremony" was held in Harbin. The event launched the "Ice and Snow Revitalize Heilongjiang, Skills Illuminate the Future" special action and recognized a group of skilled workers who have made outstanding contributions to the development of the ice and snow economy, including 5 "Heilongjiang Master Craftsmen," 8 "Heilongjiang Technical Experts," 5 "Heilongjiang Provincial Chief Technicians," and winning teams and individuals from the 2nd Heilongjiang Provincial Ice and Snow Sculpture Professional Skills Competition.
"Ice and snow are also gold and silver mountains." To promote the transformation of cold resources into hot industries, Heilongjiang Province is focusing on the talent needs of the entire ice and snow industry chain and has implemented a series of policy measures. At the ceremony, Yu Zhanhuai, a member of the Party Leadership Group and Deputy Director of the Heilongjiang Provincial Department of Human Resources and Social Security, stated that the special action launched by the Provincial Department of Human Resources and Social Security in conjunction with multiple departments aims at "large-scale talent cultivation, standardized technical skills, clustered industry-education collaboration, and branded craftsman training." It will systematically promote four major special plans, including the "Ice and Snow Dragon Craftsman" seedling cultivation and the "Ice and Snow Craftsman" skills enhancement programs.
A series of substantial supporting measures were simultaneously launched at the ceremony, marking a new stage in the deep integration of industry and education and the collaborative sharing of resources for the cultivation of ice and snow skills talents in Heilongjiang. Among these initiatives, the Heilongjiang Provincial Ice and Snow Economy Industry College was officially established. This college, jointly led by the Heilongjiang Technician College and the Heilongjiang Ice and Snow Sports Vocational College, and linking with key enterprises in the industry chain, plans to provide over a thousand "academic + skills + employment" compound talents annually, injecting talent momentum into industrial upgrading.
Simultaneously, focusing on four key areas—ice and snow equipment, ice and snow culture, ice and snow tourism, and ice and snow sports—four "industry-education-evaluation" skills ecosystem chains were officially established. Led by leading enterprises in the industry chain, and linking upstream and downstream enterprises, educational institutions, and evaluation agencies, a closed-loop talent training model integrating "job demand—skills training—skills assessment—employment services" was established. Several educational institutions signed letters of intent for school-enterprise cooperation with ice and snow enterprises on-site, achieving precise alignment between teaching and job requirements. Furthermore, the Northeast Three Provinces and One Region Ice and Snow Economy Skills Master Studio Alliance was unveiled, breaking down regional and occupational barriers and promoting cross-sectoral technical exchange and成果转化 (technology transfer).
To standardize the training of ice and snow skilled personnel, Heilongjiang Province is actively exploring the "Longjiang Model," which has national demonstration significance. At the ceremony, 15 new specialized vocational ability assessment standards for the ice and snow economy were released, and a directory of training institutions covering all 13 cities in the province was announced, helping workers quickly master practical skills such as ice and snow carving and ice and snow sports instruction. To date, the province has released a total of 23 "Ice and Snow Craftsmen" series standard projects, among which the "Ice and Snow Sculptor" standard has been upgraded from the "Longjiang Standard" to the "National Standard," and has cumulatively trained over 12,000 technical and skilled personnel in the ice and snow economy field.
The improvement of ice and snow skills relies heavily on the dedicated efforts and explorations of practitioners. Practitioners from Harbin Ice and Snow World shared their experiences in overcoming technical challenges. Their teams, through repeated refinement of solutions and breakthroughs in technologies such as the cross-seasonal preservation of natural ice, spearheaded the drafting of industry standards, laying a solid technical foundation for the high-quality development of the ice and snow industry. At the ceremony, joint teams of "technicians + engineers" in areas such as intelligent ice and snow construction and the full-process R&D of ice and snow landscapes received project proposals, promoting the deep integration of practical experience and scientific research capabilities to help overcome key technological bottlenecks in the industry.
A relevant official from the Heilongjiang Provincial Department of Human Resources and Social Security stated that, going forward, the province will seize the strategic opportunities of the post-Asian Winter Games era, making human resource development and utilization a fundamental and strategic support for the development of the ice and snow economy.
