This training program, titled "State-Owned Enterprise Management: Vietnamese Experience," is aimed at 27 leading cadres from various groups and state-owned enterprises under the Lao People's Revolutionary Party Central Committee Office. The training period is from June 22 to June 28, and will be held entirely in Hanoi, Vietnam.
Associate Professor Bui Xuan Bien, Chairman of the Board of Directors of Hanoi Banking and Finance University, and a Doctor of Science, attended the opening ceremony and delivered a speech. He stated that the university has long been deeply involved in educational cooperation with Laos, continuously building bridges of cooperation with major Lao educational institutions, focusing on improving the quality of joint training, sharing professional knowledge and administrative management experience, and promoting talent development and resource sharing between the two countries. This specialized training course on state-owned enterprise management, tailored specifically for cadres of the Lao Central Committee Office, is an important practical achievement of the university in deepening Lao-Vietnamese educational cooperation and implementing an experience-sharing mechanism.
This five-day training program, closely aligned with the trends of international integration and the needs of modern management for state-owned enterprises (SOEs), featured five core thematic courses. The comprehensive and practical content covered key areas such as SOE governance and management, SOE reform and development trends and national investment fund operation models, corporate financial management and internal control system construction, building a distinctive corporate culture, and establishing a synergistic ecosystem between the private sector and SOEs. It comprehensively addressed the core pain points and development needs of Lao SOEs in their transformation, upgrading, and refined management.
Laos Ambassador to Vietnam, Khamphao Ernthavanh, attended the opening ceremony and delivered a speech. He pointed out that, relying on the profound friendship, special solidarity, and comprehensive strategic cooperation between the two parties, countries, and peoples, cooperation in various fields has continued to deepen and yield tangible results. Among these, the standardized management and modernization of SOEs is a core area of key cooperation between the two countries and is crucial for Laos' high-quality economic development.
Ambassador Khamphao Ernthavanh stated that this specialized training aimed to systematically improve the professional competence, theoretical knowledge, and practical skills of Lao public officials and SOE managers. He encouraged all trainees to cherish this valuable learning opportunity, proactively connect with Vietnamese industry experts, and engage in in-depth learning discussions and experience exchanges to fully absorb Vietnam's mature experience in state-owned enterprise reform and management.
The Ambassador also expressed his belief that all trainees would be able to apply what they have learned to the realities of Laos' development, integrating and applying the cutting-edge theories, practical experiences, and development insights gained from this training. He hoped they would effectively transform their learning into tangible results in fulfilling their duties, empowering Lao state-owned enterprises to improve quality and efficiency, achieve steady development, and contribute to greater achievements in national economic construction.
A charitable donation event was held concurrently with the opening ceremony. Hanoi University of Finance and Banking donated 50 computers to the Northern Lao Institute of Economics and Finance. This donation will effectively help the institute's faculty and students connect with modern teaching equipment and cutting-edge technological knowledge, solidify the foundation for talent cultivation in Laos' financial and economic field, provide strong support for cultivating a high-quality professional talent pool in Laos, and further deepen the positive cooperative framework of educational mutual assistance and talent development between Laos and Vietnam.
