The work report revealed that in the past year, the Standing Committee of the Gansu Provincial People's Congress upheld principles and innovated, stimulating its vitality in fulfilling its duties. Focusing on the main theme of reform and development and key aspects, it solidly promoted 11 reform tasks and 19 key tasks. Among these, for the first time, it widely gathered opinions and insights from representatives regarding several important issues in the formulation of the "15th Five-Year Plan" and the service of central government agencies stationed in Gansu to local development. It also took the lead nationwide in introducing a consultation system for the People's Congress, making the work of the People's Congress both dynamic and efficient, and effectively transforming institutional advantages into governance effectiveness.
In terms of building democratic synergy, the Standing Committee of the Gansu Provincial People's Congress has focused on creating a high ground for the practice of whole-process people's democracy, holding exchange and promotion meetings on practical innovation for three consecutive years to deeply summarize work patterns and refine mature experiences and practices. In areas such as gathering public opinion and wisdom, stimulating public enthusiasm for participation, and deepening grassroots democratic practices, more than 70 typical cases have been selected, allowing the flower of democracy to bloom brilliantly on the land of Gansu, promoting the implementation, growth, and fruition of whole-process people's democracy.
How to build a "bridge of hearts" between the People's Congress and the masses, and strengthen ties with the people? Ma Tingli explained that in 2025, the Standing Committee of the Gansu Provincial People's Congress revised several opinions on deepening the "two connections" work in the new era, promoting the institutionalization and normalization of the Standing Committee's connection with representatives and representatives' connection with the masses. Through improving working mechanisms such as "double leadership and one promotion" and "six ones," the breadth and depth of grassroots representatives' participation in the work of the Standing Committee have been expanded. Throughout the year, 370 representatives were invited to participate in activities such as law enforcement inspections, centralized inspections, and special investigations, achieving full coverage of 215 grassroots representatives attending Standing Committee meetings, ensuring that the masses participate in all aspects of the work of the People's Congress and that the voices of the people are heard. How to effectively represent the people, truly reflect public opinion, and gather public wisdom? The work report shows that in the past year, the Standing Committee of the Gansu Provincial People's Congress implemented the "two high-quality" requirements for handling representative suggestions, revising the methods for handling representative suggestions, criticisms, and opinions, improving the key supervision mechanism for representative suggestions, and holding special hearings and deliberations on reports on the handling of suggestions. All 704 suggestions submitted by representatives during the Third Session of the 14th Gansu Provincial People's Congress were completed and responded to, with a representative satisfaction rate of 95%. Furthermore, five regular representative symposiums were held, and the number of opinions and suggestions submitted by representatives during the recess increased from a few to 134, all of which were transferred to relevant departments for handling and implementation, ensuring that the representatives' "positive voices" continue to be transformed into the "strongest voice" driving high-quality development in Gansu.
It is reported that 2026 is the opening year of the 15th Five-Year Plan, a year of striving to help Gansu build "seven regions, one screen, and one corridor," and a year of advancing the comprehensive rule of law in Gansu.
Ma Tingli stated that in the new year, the Standing Committee of the Gansu Provincial People's Congress will intensify its efforts in enriching democratic practices, practice whole-process people's democracy based on its statutory functions and responsibilities, improve the mechanisms for public participation in legislation and supervision, strengthen representative training to enhance their ability to perform their duties, and continuously improve the quality and efficiency of handling representatives' opinions and suggestions.
