The first strategic dialogue between the foreign ministers of China and Kyrgyzstan was successfully held in Bishkek.

  Southeast Asia Information Port (www.dnyxxg.com) – On November 19, Wang Yi, member of the Political Bureau of the CPC Central Committee and Foreign Minister, held his first strategic dialogue with Kyrgyz Foreign Minister Kurubayev in Bishkek. The two sides conducted comprehensive and in-depth communication on implementing the consensus reached by the two heads of state and strengthening the alignment of development strategies, reaching broad consensus and jointly announcing the launch of the strategic dialogue mechanism between the two foreign ministers.

  Wang Yi stated that under the care and promotion of President Xi Jinping and President Japarov, political mutual trust between China and Kyrgyzstan has been continuously consolidated, and all-round cooperation has developed in depth. Establishing a strategic dialogue mechanism is a concrete action to implement the consensus reached by the two heads of state, which is conducive to further enhancing strategic mutual trust, strengthening strategic coordination, and promoting strategic cooperation. China has always advocated equality among all countries, regardless of size, pursued a policy of good-neighborliness and friendship, and has always placed Kyrgyzstan as a priority in its neighborhood diplomacy. Bishkek's development and changes in just a few years are remarkable, proving that Kyrgyzstan has found a development path suited to its national conditions. China supports Kyrgyzstan in accelerating its national revitalization and is Kyrgyzstan's most trustworthy and reliable partner. Both sides should adhere to the consensus reached by the heads of state, maintain close high-level exchanges, jointly pursue development and share prosperity, and bring more benefits to the people of both countries.

  Wang Yi stated that the Fourth Plenary Session of the 20th CPC Central Committee reviewed and adopted the "15th Five-Year Plan" proposal, providing a strategic blueprint and top-level design for China's economic and social development over the next five years. We will continue our efforts to achieve the second centenary goal on schedule and build a modern socialist country. This process will also bring more development opportunities and open up broader cooperation space for Kyrgyzstan and other countries around the world.

  Wang Yi stated that jointly building a China-Kyrgyzstan community with a shared future of good neighborliness, friendship, and common prosperity aligns with the fundamental interests of both countries and is the will of the people and an inevitable trend. China and Kyrgyzstan are already a veritable development community. Bilateral trade has reached record highs for two consecutive years, the Kyrgyz section of the China-Kyrgyzstan-Uzbekistan railway has commenced full-scale construction, the Bedeli border crossing has been partially opened, and a new air route has recently been launched, continuously enhancing the level of all-round cooperation. Both sides should further explore cooperation potential, strengthen port infrastructure construction and modernization, establish a port management cooperation committee as soon as possible to facilitate cross-border transportation; accelerate the signing of service trade and investment agreements, and actively implement investment cooperation agreements in the green mining sector; leverage the roles of platforms such as the China Cultural Center, Confucius Institutes, and Luban Workshops to strengthen cooperation in tourism, poverty reduction, healthcare, local affairs, and education, and solidify public support; strengthen cooperation against interference and infiltration, promote counter-terrorism intelligence exchange, and combat drug trafficking and transnational organized crime.

  Wang Yi stated that President Xi Jinping solemnly proposed global governance initiatives during the Shanghai Cooperation Organisation (SCO) Tianjin Summit, which Kyrgyzstan supported immediately, and the international community responded positively. China is willing to work with Kyrgyzstan to implement the four global initiatives proposed by President Xi Jinping, deepen communication and cooperation on international affairs, optimize and strengthen platforms such as the SCO and the China-Central Asia mechanism, and strengthen coordination and cooperation in multilateral institutions such as the United Nations. China fully supports Kyrgyzstan's work as the rotating chair of the SCO. China looks forward to Kyrgyzstan joining the International Court of Mediation as soon as possible.

  Kulubaev said that China is Kyrgyzstan's good neighbor, good friend, and good partner. President Japarov paid a historic visit to China this year and met with President Xi Jinping three times, demonstrating a high level of mutual trust between the two sides. Under the strategic guidance of the two heads of state, Kyrgyzstan-China relations have consistently moved forward on the basis of equality, respect, mutual benefit, and friendship, making important contributions to the stability and development of both countries and the region. Kyrgyzstan appreciates China's strong support for Kyrgyzstan's economic and social development and is willing to work with China to build a Kyrgyzstan-China community with a shared future, following the direction set forth by the two heads of state. Kyrgyzstan adheres to the one-China principle and will continue to firmly support China on all issues concerning China's core interests, including those related to Xinjiang, Tibet, and Hong Kong.

  Kurubayev said that Kyrgyzstan is willing to advance cooperation with China in jointly building the Belt and Road Initiative, deepen cooperation in trade and investment, agriculture and mining, connectivity, and other fields, accelerate the construction of the China-Kyrgyzstan-Uzbekistan railway, strengthen cultural exchanges, continuously explore common interests, and welcomes and is willing to provide a favorable business environment for Chinese enterprises to develop in Kyrgyzstan. Faced with the complex and changing international and regional situation, Kyrgyzstan is willing to cooperate closely with China, actively implement the four global initiatives proposed by President Xi Jinping, strengthen coordination and cooperation within the United Nations, promote greater development of the China-Central Asia mechanism, and safeguard the common interests of the region and international fairness and justice. Kyrgyzstan is willing to assume the rotating chairmanship of the Shanghai Cooperation Organisation (SCO) on the basis of China's successful hosting of the Tianjin Summit, and hopes to receive strong support from China. Kyrgyzstan will actively study joining the International Court of Mediation.

  Following the talks, the two sides issued the "Joint Statement of the First Strategic Dialogue between the Foreign Ministers of the People's Republic of China and the Kyrgyz Republic" and signed the "Cooperation Outline between the Foreign Ministries of China and Kyrgyzstan for 2026-2027".
