Southeast Asia Information Port (www.dnyxxg.com) – Cambodian Ministry of National Defense spokesperson Mary Socheat announced on October 31st to the public and domestic journalists that a high-level meeting was successfully held between the Cambodian and Thai militaries that day to implement the peace agreement reached between the two countries and ease military tensions along the border.

On the morning of October 31st, the Cambodian Fourth Military Region and the Thai Second Military Region jointly convened a meeting of the Secretariat of the Cambodia-Thailand Military Region Border Committee (RBC) at the Osman International Border Crossing in Oddar Meanchey Province. This meeting aimed to prepare for a subsequent special RBC meeting.

The meeting was co-chaired by Noo Narong, Deputy Chief of Staff of the Cambodian Fourth Military Region, and Khamphanak Vapansoo, Chief of Staff of the Thai Second Military Region. Representatives from the ASEAN Observer Mission (AOT) also participated in the meeting, responsible for monitoring and verifying the implementation of the ceasefire agreement between the two sides, ensuring the transparency and impartiality of the process.

The key agenda of this meeting focused on in-depth discussions of specific plans for the phased reduction of heavy weaponry under the framework of military operations monitoring and verification, with the core objective of further easing military tensions in the border region between the two countries.

The meeting fully demonstrated Cambodia and Thailand's sincere commitment to implementing the Cambodia-Thailand Kuala Lumpur Peace Joint Declaration signed on October 26, 2025, and their determination to actively fulfill the consensus reached at the Second Special Meeting of the Cambodia-Thailand Border Committee held in Malaysia on October 23 of the same year.

Notably, as a concrete measure and expression of goodwill in implementing the Joint Declaration, both sides simultaneously withdrew two armored vehicles from the front lines at 9:00 AM on October 26. This move successfully completed the first phase of the partial troop withdrawal, creating a favorable atmosphere for the consultations at this special meeting of the Secretariat and reflecting the mutual trust and willingness to cooperate between the two sides.

This special meeting of the Secretariat made positive progress in advancing the agenda, laying a solid foundation for the upcoming special meeting of the Cambodia-Thailand Military Region Border Committee (RBC), and marking an important and positive step forward for Cambodia and Thailand in jointly maintaining peace and stability in the border region.
