The Opinions emphasize the need for coordinated development and safety, guiding the special equipment sector to further deepen international cooperation, promote international exchanges in technology and industry, and comprehensively improve the quality and service level of international development.
Special equipment refers to boilers, pressure vessels, pressure pipelines, elevators, lifting machinery, passenger ropeways, large amusement facilities, and special-purpose motor vehicles used in factories and plants, which involve life safety and pose significant risks. Special equipment is a crucial foundation of the national economy and a significant reflection of a country's comprehensive strength and manufacturing level. After years of development, China's special equipment industry ranks among the world's leading in scale, with significantly improved technological level and safety assurance capabilities, forming a number of internationally competitive enterprises and products. The increasing number of major infrastructure, energy, and industrial projects undertaken by Chinese enterprises overseas has placed higher demands on the internationalization of special equipment exports, engineering support, technical services, green and low-carbon development, and safety supervision.
The "Opinions" clearly state that it is necessary to further strengthen the top-level design for the international development of special equipment, coordinate the domestic and international development of special equipment, and promote the establishment of a coordination mechanism for the international development of special equipment. It also emphasizes strengthening the internationalization of rules in the special equipment sector and continuously expanding and deepening bilateral and multilateral cooperation. Furthermore, it calls for promoting the internationalization of special equipment technology, products, engineering, and safety management, enhancing the ability of special equipment to support the implementation of major overseas projects. Finally, it stresses strengthening talent development, improving information sharing services, and creating a favorable ecosystem for the international development of special equipment.
Special equipment inspection institutions are the main technical force ensuring the safety of special equipment. Currently, there are more than 3,000 special equipment inspection institutions nationwide, responsible for the safety inspection of more than 23 million pieces of special equipment, more than 300 million gas cylinders, and more than 1.1 million kilometers of pressure pipelines. The State Administration for Market Regulation recently issued the "Guiding Opinions on Promoting the High-Quality Development of Special Equipment Inspection Institutions," promoting the professionalization and standardization of these institutions. In providing high-quality inspection services, special inspection agencies are encouraged to expand and strengthen their advantageous professional fields based on their location characteristics and industrial development needs, and to create a number of distinctive service brands. Regarding enhancing innovation capabilities, emphasis is placed on guiding special inspection agencies to increase investment in science and technology, strengthen resource sharing and collaborative research, and build a sound ecosystem for scientific and technological innovation.
"We encourage special inspection agencies to explore the establishment of technical service alliances, build Chinese special inspection brands, and promote the international development of special inspection agencies," said a relevant official from the State Administration for Market Regulation. China will support special inspection agencies in undertaking important positions or secretariat work in international organizations such as the International Organization for Standardization (ISO) and technical committees, actively hosting international forums and academic conferences, serving the Belt and Road Initiative, providing technical services for exported special equipment, ensuring the safe operation of overseas construction projects, and strengthening technical cooperation with overseas institutions.
