This was the eighth direct ministerial meeting between the two countries, followed by formal technical-level talks scheduled for November 12-14 in Washington. In an open, frank, and constructive atmosphere, the two ministers exchanged views on key outstanding issues, identified directions for resolution, and spent time discussing bilateral trade relations.
At the start of the talks, U.S. Trade Representative Jamison Greer reviewed the work already undertaken by both sides and highly praised the joint statement reached by the two countries on establishing a framework for a fair, balanced, and reciprocal trade agreement, viewing it as an important foundation for rapidly advancing and completing the negotiation process.
Jamison Greer also expressed his appreciation for Vietnam's sincerity and systematic approach to the US proposals, and affirmed the constructive spirit of the Vietnamese negotiating team. He also responded frankly and quite positively to some of Vietnam's suggestions.

Minister Nguyen Hong Dien emphasized Vietnam's determination to establish a balanced and sustainable economic and trade relationship with the United States, and briefed on several recent measures Vietnam has proactively taken to promote bilateral trade exchanges.

Based on this, Nguyen Hong Dien put forward several suggestions aimed at advancing the negotiation process.
Furthermore, Nguyen Hong Dien suggested that both sides adopt a pragmatic and flexible approach that focuses on the actual interests of both sides. These suggestions were endorsed by US Trade Representative Jamison Greer and referred to the US technical team for study and discussion with the Vietnamese side.
