In 2025, the city's annual average PM2.5 concentration was 33 micrograms per cubic meter, meeting the national Class II standard for the second consecutive year, a 19.5% decrease compared to 2020 (41 micrograms per cubic meter). The number of days with good or excellent air quality reached 295, with 117 days classified as "excellent," setting a new historical record. The city's ecological brand of "Park City Under the Snow-capped Mountains" gained further recognition, with 81 days throughout the year offering views of the snow-capped mountains.
A relevant official from the Atmospheric Environment Division of the Chengdu Municipal Bureau of Ecology and Environment introduced that in 2025, Chengdu strengthened the coordinated control of PM2.5 and ozone, focusing on the "four major sources" of pollution: industry, mobile sources, dust, and residential sources. The city also solidified the responsibilities of various municipal departments and districts (cities) and counties, and innovatively formulated the "Special Action Plan for Air Pollution Prevention and Control in Beautiful Community Construction," extending the reach of pollution control to the smallest units.
In 2025, 23 cement ultra-low emission projects were successfully upgraded, and three short-process steel enterprises successfully completed the national ultra-low emission transformation acceptance. The city reduced 43 brick and tile production lines compared to 2023. The proportion of advanced enterprises among large-scale industrial enterprises increased to 51.9%. 62 new enterprises were added to the list of advanced performance enterprises.
In 2026, Chengdu will coordinate the formulation of the national "Beautiful Blue Sky" project plan; deepen source reduction; and comprehensively promote the optimization and adjustment of the "four major structures," reducing emissions from industrial sources, mobile sources, and area sources. Meanwhile, pilot programs for cross-source use of NOx emission reductions from mobile sources will be explored, a quota recovery system will be established, and integrated incentives such as early warning exemptions and credit support will be provided to enterprises with environmental performance ratings of A and B. The goal is to achieve an advanced rate of over 80% for enterprises above designated size in key industries within three to four years.
By 2025, Chengdu will have fully completed the remediation of problematic sewage outlets in the Jinma River, Jinjiang River, and Tuojiang River basins. The rate of excellent water quality at national and provincial assessment sections of surface water will reach 100% for four consecutive years. The compliance rate of centralized drinking water sources and water function zones will remain at 100%. The overall surface water quality in Chengdu will be excellent, with the rate of excellent water quality at city-controlled and above sections remaining at 100%. The water quality at the Huanglongxi national control section of the Jinjiang River will remain stable at Class II for three consecutive years.
Regarding soil pollution prevention and control, by the end of 2025, the compliance rate of all 24 national-level groundwater monitoring points in the city reached 100%, the safe utilization rate of polluted arable land reached 96.39%, and the guarantee and safe utilization of key construction land reached 100%, exceeding the "14th Five-Year Plan" heavy metal emission reduction targets. The city's soil ecosystem is healthy, stable, and continuously improving.
This year, Chengdu will focus on key tasks and pollution control projects, and will legally, scientifically, and precisely carry out soil and groundwater pollution prevention and control work, strengthen process control and assistance, and innovate pilot projects for soil health assessment and ecological restoration.
In addition, according to the report, Chengdu has also built 2,459 "waste-free city cells" and rectified 375 environmental safety hazards. During the 100-day campaign to combat noise pollution, the number of noise complaints through the "12345" hotline decreased by 11.9% year-on-year, and the nighttime compliance rate of sound environment functional areas will increase to 85.5% by 2025, making "quiet" tangible and attainable.
