  Southeast Asia Information Port News (www.dnyxxg.com) – How to make public participation in carbon emission reduction "visible, quantifiable, and tangible" is one of the challenges currently facing cities in promoting green and low-carbon transformation. At a press conference held by the Sichuan Provincial Government Information Office on the 13th, it was announced that Chengdu will take advantage of the national pilot program for comprehensive reform of market-oriented allocation of factors of production to continuously deepen the construction of the "Carbon Benefits of Chengdu" carbon inclusive brand and create an institutionalized platform for public participation in carbon emission reduction.

  Yang Qing, Deputy Director of the Chengdu Municipal Bureau of Ecology and Environment, introduced that "Carbon Benefits of Chengdu" is a carbon inclusive mechanism first proposed by Chengdu in 2020, guiding the public and enterprises to participate in low-carbon actions through a "dual path" of public carbon credit incentives and the development and operation of project carbon emission reductions. This mechanism has been incorporated into the pilot implementation plan approved by the state, becoming the only carbon inclusive reform task separately listed among the 10 national pilot programs for comprehensive reform of market-oriented allocation of factors of production.

  Data shows that the "Carbon Benefits Chengdu" platform currently has over 4 million users, has developed 222 local carbon reduction projects, and has achieved value conversion of over 700,000 tons of carbon emission reductions. It has also served major events such as the Chengdu Universiade and the World Games, achieving carbon neutrality.

  Yang Qing stated that the next step in reform will be to improve the institutional framework, revise management methods, optimize the quantification, generation, and redemption mechanisms for carbon credits, improve the long-term reward mechanism for credits, focus on three major areas: energy substitution, resource conservation, and ecological protection, add projects such as bamboo forest creation, and promote differentiated and coordinated development with the national voluntary emission reduction market.

  Meanwhile, Chengdu will further expand the ways to distribute credits, deepen the construction of six low-carbon behavior scenarios, and enrich the ways to obtain credits through high-frequency life scenarios in communities, schools, and enterprises, such as greenway cycling and corporate carbon circles. In conjunction with the "two new" policies (new infrastructure and new urbanization), it will implement the creation of green consumption promotion and application scenarios such as energy-saving home appliances, green agricultural products, and carbon footprint certified products, making carbon credits readily accessible to the public.

  In addition, Chengdu will innovate the linkage between carbon credits, carbon emission reductions, green procurement, and credit disclosure, improve the carbon sink alternative restoration and consumption mechanism, introduce and regulate the implementation plan for carbon neutrality public welfare actions, empower the construction of a world-class sports city and an international convention and exhibition capital, create a number of "carbon neutral" characteristic local products, and innovate carbon neutrality demonstration scenarios for the integrated development of culture, commerce, tourism, and sports.
