  Southeast Asia Information Port News (www.dnyxxg.com) On the afternoon of the 29th, coinciding with the 51st anniversary of the liberation of South Vietnam and national reunification, To Lam, General Secretary of the Communist Party of Vietnam and President of Vietnam, led a central working delegation to Quang Tri Province for a working meeting with the Standing Committee of the Provincial Party Committee. The meeting focused on the implementation of the resolutions of the 14th National Congress of the Communist Party of Vietnam, the resolutions of the First Party Congress of Quang Tri Province, and various central directives, clarifying key tasks and development directions for the new stage.

  In his speech, To Lam fully affirmed the achievements of the united efforts of the Quang Tri Provincial Party Committee, government, and people, while also pointing out shortcomings and deficiencies in development. He emphasized that Quang Tri Province needs to further innovate its thinking, focus its efforts precisely, coordinate and promote various tasks, build a clean, efficient, and effective party and government apparatus, ensure the smooth operation of the provincial, municipal, and commune-level government governance models, and break through the bottlenecks in commune-level development. Regarding the implementation of the resolutions, To Lam requested the formulation of specific action plans, clarifying task lists, timelines, expected results, and responsible entities, while simultaneously accelerating the capacity building of commune-level cadres. Regarding development positioning, To Lam explicitly required Quang Tri province to restructure its development space through an "eastward expansion and westward development" strategy: "Eastward expansion" focuses on the marine economy, leveraging the East-West Economic Corridor to integrate transportation and logistics resources, and promoting the radiation of marine economic functions to the west and surrounding areas; simultaneously, it requires systematic planning of the three major spaces of ocean, forest, and border, strengthening regional collaborative thinking, and highlighting key development areas. In terms of industrial layout, it is necessary to fully utilize the advantages of the East-West Economic Corridor as a gateway to the sea, focusing on cultivating four advantageous industries: seaport operation, modern logistics, processing and manufacturing, and border trade, making the seaport and coastal areas the core of economic growth, and striving to solve key bottlenecks such as infrastructure connectivity, administrative approval efficiency, human resource supply, and investment environment optimization.

  Brand building and growth targets are to be promoted simultaneously. To Lam proposed to develop Quang Tri province into a distinctive destination integrating historical memory, peace culture, spiritual healing, ecological health and wellness, cave exploration, marine and island tourism, and border cultural experiences. To achieve the 10.6% economic growth target for 2026, it is necessary to adhere to the bottom line of sustainable development and formulate precise control plans categorized by month, quarter, industry, project, and region, clearly defining resource guarantees, bottleneck-solving paths, and implementation responsibilities.

  The meeting also clarified three key work directions: First, to focus on key infrastructure projects and accelerate digital transformation, guided by public investment; second, to strengthen livelihood security, increasing investment in culture, education, and healthcare, with a focus on the development needs of border areas, ethnic minority areas, and disadvantaged regions; and third, to strengthen national defense and security, severely cracking down on drug trafficking, smuggling, trade fraud, illegal resource extraction, high-tech crimes, and acts of inciting unrest using ethnic and religious issues, deepening cooperation with Lao local and international partners, and building border areas into a model space for unimpeded trade, cultural integration, thriving tourism, collaborative education, mutual medical assistance, and ecological protection.

  Su Lin emphasized that the central government will uphold the principles of "collaboration, problem-solving, and full empowerment" to provide maximum support and guarantees for Quang Tri province to achieve rapid and sustainable development in the new stage. (End)
