
Southeast Asia Information Port News (www.dnyxxg.com) – On the morning of March 2nd, the 55th meeting of the Standing Committee of the National Assembly of Vietnam officially convened at the National Assembly Building. National Assembly Chairman Tran Thanh Man presided over the meeting and delivered the opening address.
In his opening address, Tran Thanh Man stated that the elections for the 16th National Assembly deputies and the deputies to the People's Councils at all levels for the 2026-2031 term will be held on March 15th, with only 13 days remaining.
This meeting was convened earlier than usual and was divided into two phases. The Standing Committee of the National Assembly will deliberate and express its opinions on several important issues.
At the meeting, the Standing Committee will provide its opinions on 10 draft laws and 1 draft resolution to be submitted to the first session of the 16th National Assembly for deliberation and approval. Given the large volume of draft laws, the wide scope of adjustments, and the disagreements on several issues, Tran Thanh Man requested that National Assembly deputies focus on clarifying the controversial issues and defining the policy options still pending.
Regarding draft laws concerning judicial and civil rights areas, such as the Notary Law, Legal Aid Law, and Information Access Law, Chen Qingmin explicitly demanded that these laws, directly related to the legitimate rights and interests of the people, must have clear, easy-to-understand, easy-to-remember, easy-to-implement, and easy-to-inspect and supervise provisions, streamlining unnecessary procedures to the greatest extent possible.
Regarding the Capital Law (Amendment), Chen Qingmin proposed the need to establish clear, substantive, and non-decentralized special mechanisms, adhering to the simultaneous advancement of decentralization and power control. Policies should be feasible and immediately implementable, avoiding vague and ambiguous provisions.
Regarding the Social Insurance Law, Chen Qingmin emphasized the need for stable social security policies, coordinating the interests of the state, workers, and enterprises to avoid triggering social concerns. Regarding the Competition and Reward Law, he demanded that the substance of competition be emphasized, formalism be abandoned, and rewards be precisely targeted to individuals and specific matters to effectively stimulate development.
The meeting also reviewed several items within the purview of the National Assembly Standing Committee, including amending and supplementing Resolution 1744 concerning the list of members of the National Judges Selection Oversight Committee, expressing opinions on the preferential treatment and exemptions enjoyed by the Export-Import Bank of Korea's Vietnam Economic Cooperation Fund Office, and, as is customary, reviewing the report on public opinion.
Furthermore, the Standing Committee offered opinions on the preparations for the second session of the first meeting of the 16th National Assembly. Tran Thanh Man requested that the items requiring withdrawal or supplementation from the deliberations be clearly identified, that meticulous preparation be adhered to, and that all stages proceed in an orderly manner; at the same time, that a smooth transition of term be ensured, that no legal gaps be created, and that the work of all agencies be uninterrupted.
