According to the term-end summary report of Vietnam's Ministry of Culture, Sports and Tourism, the cultural industry's average annual output reached US$44 billion during this period, with the number of cultural economic institutions growing at an average annual rate of 7.2%, and the number of employees increasing by 7.4%. This achievement signifies that Vietnam has completed its core shift from "cultural protection" to "establishing culture as an important pillar of socio-economic development." The film industry, in particular, has entered a new phase of box office growth and thematic diversification after the post-pandemic recovery, while the music industry has gradually grown into a leading sector with cultural export potential and the ability to drive music tourism.
To promote the sustainable development of its cultural industry, the Vietnamese government has successively promulgated the "Cultural Development Strategy for the 2021-2025 Period and Towards 2030" and the "Cultural Industry Development Strategy for the Vision to 2030 and 2045." The National Assembly has also approved the investment proposals for the "National Cultural Development Goals Plan for the 2025-2035 Period," clearly defining culture as a pillar of long-term development. The draft political report of the 14th National Congress of the Communist Party of Vietnam proposed a new development direction of "cultural industries and heritage economy," emphasizing meeting the spiritual needs of the people through the development of cultural industries and services. Experts regard this as a theoretical advancement in Vietnam's establishment of culture as a strategic "soft power."
Experts suggest that Vietnam needs to further promote the construction of cultural and creative industry clusters, strengthen the application of technology and digital transformation, expand domestic and international markets, and build internationally competitive cultural brands.
