
Southeast Asia Information Port (www.dnyxxg.com) – Vietnamese Prime Minister Pham Minh Chinh signed Decision No. 2486/QĐ-TTg, approving the "Strategy for the Development of Vietnam's Cultural Industries to 2030 and Vision to 2045" (hereinafter referred to as the "Strategy"). The Strategy prioritizes the development of ten pillar cultural industries: film, fine arts, photography and exhibitions, performing arts, software and entertainment games, advertising, handicrafts, cultural tourism, creative design, television and radio, and publishing. These industries are designed to create products that integrate culture, creativity, technology, and intellectual property, meeting the consumption and cultural enjoyment needs of the people while integrating into the international community and the country's sustainable development goals.
The Strategy sets the following targets: by 2030, the cultural industry will grow at an average annual rate of approximately 10%, contributing 7% to the national GDP; the number of cultural industry workers will grow at an average annual rate of 10%, accounting for 6% of the total workforce; the number of economic institutions engaged in the cultural industry will grow at an average annual rate of 10%; and the export value of the cultural industry will grow at an average annual rate of 7%.
The goal is to ensure that most cultural industry centers, creative spaces, cultural industry parks, centers, complexes, and creative space zones are planned and modernized, fully leveraging their unique characteristics and value, and closely integrating them with local and national product branding.
By 2045, the objective is to promote the sustainable development of Vietnam's cultural industry, with its revenue contributing 9% to the national GDP and employing 8% of the total workforce. Digital cultural industry products should account for over 80% of total cultural industry products; the export value of the cultural industry should grow at an average annual rate of 9%; and Vietnam should become one of the most developed countries in Asia in terms of cultural and entertainment industries, establishing its position on the global cultural industry landscape.
On the other hand, the strategy proposes tasks such as establishing enterprises engaged in the cultural industry and building a professional and synchronized ecosystem integrating creation, production, operation, promotion, consumption, and intellectual property protection.
It also involves building distribution centers to promote the export of cultural industry products, emphasizing existing markets and expanding into potential domestic and international markets.
By 2030, Vietnam's cultural industry products will primarily meet domestic market demand while vigorously promoting export activities, focusing on countries and regions with large Vietnamese populations. By 2045, the goal is to maximize the professionalism, creativity, and competitiveness of Vietnam's cultural industry products in the international market.
The decision also clearly defines the specific tasks for various departments, ministerial agencies, government agencies, provincial and municipal people's committees, and associations and organizations related to the cultural and entertainment industries.
This decision will take effect on the date of signing (November 14, 2025). (End)
