Wuxi Mayor Jiang Feng delivered the government work report, systematically reviewing the city's development achievements over the past five years and clarifying the key work directions for the next five years, focusing on building a renowned industrial and commercial city in the new era.

  Located in southeastern Jiangsu Province and the heart of the Yangtze River Delta, Wuxi is a famous city in southern China, possessing both a profound historical heritage and modern economic vitality. It is also the birthplace of modern Chinese national industry and commerce, with industrial and commercial genes deeply ingrained in its urban fabric. Over the past five years, the city has focused on strengthening its industries, cultivating modern industrial clusters, and accelerating the construction of a renowned industrial and commercial city in the new era, achieving remarkable results in economic and social development.

  Over the past five years, Wuxi has focused on building a "465" modern industrial cluster, cultivating five national advanced manufacturing clusters, and increasing the number of industrial clusters with revenue exceeding 200 billion yuan (RMB) to eight. The Internet of Things (IoT) microelectromechanical systems (MEMS) sensor industry was selected as a national characteristic industrial cluster for small and medium-sized enterprises. The integrated circuit industry's comprehensive competitiveness jumped to 13th place among the world's top 100 cities. The biopharmaceutical industry achieved innovative development across the entire industrial chain, encompassing R&D, clinical trials, manufacturing, and application. The software and information technology services industry saw an average annual revenue growth of 9.3%. 1,200 traditional industry enterprise upgrading and transformation projects were implemented. The Liangxi aerospace industry and the Xinwu third-generation semiconductor industry were approved as provincial-level pilot areas for future industry cluster development.

  Meanwhile, Wuxi also launched the construction of an "Artificial Intelligence+" benchmark city, deeply promoting "intelligent transformation, digital transformation, and network connectivity." It boasts the most provincial-level smart factories in the province and ranks sixth globally in the number of lighthouse factories. The revenue of the core digital economy industries above designated size exceeded 580 billion yuan.

  In terms of comprehensive strength, over the past five years, Wuxi's GDP has increased from 1.23 trillion yuan to approximately 1.68 trillion yuan, with an average annual growth rate of 5.7%. Per capita GDP exceeded US$30,000, maintaining its position among the top large and medium-sized cities in China.

  The report states that in 2025, Wuxi successfully achieved its main economic and social development goals. The city's GDP grew by approximately 5.1%, general public budget revenue reached 122.5 billion yuan, and total retail sales of consumer goods exceeded 440 billion yuan. Major provincial and municipal industrial projects exceeded their annual investment plans. The number of high-tech enterprises and technology-based SMEs exceeded 7,800 and 16,800 respectively. Foreign trade imports and exports grew by 7.6%, and the actual use of foreign capital remained second in Jiangsu Province. The water quality of Taihu Lake in Wuxi continued to maintain Class III, and the number of days with good air quality remained above 300.

  The report also clarifies Wuxi's overall goals for the next five years: to continue leading in high-quality development, with the total economic output exceeding 2 trillion yuan and per capita GDP remaining among the top in major and medium-sized cities nationwide; to achieve a total R&D intensity of 3.8%, with the output value of strategic emerging industries accounting for more than 46% of the total industrial output above designated size; to deepen reform and opening up, achieve significant results in common prosperity, take a new step in building a beautiful Wuxi, and achieve a new level of modernization in the city's governance system and governance capabilities. By 2035, per capita GDP and per capita income will double compared to 2020 levels, and the international reputation and prestige of Wuxi as a renowned industrial and commercial city in the new era will be significantly enhanced.

  This year marks the start of the 15th Five-Year Plan. Wuxi will strengthen the dual support of domestic demand and a robust real economy. On the one hand, it will implement a special action to boost consumption, accelerate the construction of 77 government-invested projects, and continuously consolidate the positive economic trend. On the other hand, it will focus on building a modern industrial system, ensuring that major industrial projects complete investments of over 150 billion yuan, seizing the opportunities presented by the development of artificial intelligence, and promoting industrial upgrading.

  Regarding innovation-driven development, Wuxi will strive to build a high ground for industrial science and technology innovation, aiming to add more than 600 high-tech enterprises this year, thereby activating development momentum through innovation. Simultaneously, the city will deepen comprehensive reform and opening up by tapping potential and increasing efficiency, continuously optimizing the business environment, expanding the space for opening up, and constantly releasing development vitality; it will also accelerate multi-dimensional integrated development through coordinated planning, fully integrating into the Yangtze River Delta integration, and simultaneously improving urban quality and rural revitalization.

  In the areas of green development and people's livelihood, Wuxi will strengthen the "dual carbon" guidance, continuously promote the governance of Taihu Lake and the improvement of environmental quality, and drive a comprehensive green transformation; it will adhere to the principle of prioritizing people's livelihood, focus on stabilizing employment and promoting income growth, improve the level of public services, and consolidate the foundation for common prosperity.
