  As a disaster-prone region, Sichuan faces a challenging task in providing winter and spring relief. Therefore, the province has made early arrangements for winter and spring relief work to ensure that "all those who should be reported are reported, and no household or individual is missed." At the same time, an innovative "online data screening + offline comprehensive investigation" mechanism has been implemented to achieve accurate matching between relief recipients and needs, while simultaneously strengthening investigation and verification and ensuring fairness.

  In early September 2025, township and village officials in Leshan City took the lead in visiting households to verify disaster losses and winter needs, and conducted random checks on relief recipients to ensure authenticity. Deyang City focused on severely affected towns and villages and special groups such as elderly people living alone, establishing special ledgers and implementing a "one household, one file" system. Luzhou City tested the "one-card" relief fund approval system in advance to ensure smooth payments. Guang'an City has established an "online dispatch + offline guidance" mechanism.   To ensure the implementation of the work, Sichuan Province has also dispatched 5 working groups to supervise 10 cities (prefectures), and cities and counties have dispatched 145 working groups to the front lines to solve problems. The Sichuan Provincial Emergency Management Department revealed that in 2025, the province needs winter and spring relief for over 4.93 million people, a record high in recent years, and is strictly controlling the use of funds and materials to ensure accurate delivery. Winter and spring relief funds for 2025 reach 829 million yuan, covering 20 cities (prefectures) and 160 counties (cities, districts), with a focus on ethnic minority areas, mountainous areas surrounding the Sichuan Basin, and low-income families affected by disasters. Severely affected families can receive the highest standard of subsidies.

  On the eve of the Lunar New Year in the Year of the Horse, Feng Yan, a villager from Caoke Township, Shimian County, Ya'an City, received 1,120 yuan in temporary winter and spring relief funds. Her family of four lost their house in the August 10, 2025 flash flood and mudslide. After investigation, they were included in the relief list. A total of 40 households in Caoke Township received assistance in this disaster. Simultaneously, the supply of winter clothing was also provided. The Sichuan Provincial Emergency Management Department, in conjunction with the Sichuan Provincial Grain and Material Reserves Bureau, coordinated the distribution of 130,000 pieces of provincial relief supplies (including 108,000 quilts and 22,000 cotton coats) to various regions, focusing on high-altitude areas and vulnerable groups.

  In 2025, due to the combined effects of torrential rains, floods, and prolonged drought in parts of Sichuan, many houses were damaged or destroyed. The Sichuan Provincial Emergency Management Department, in conjunction with the finance department, investigated the situation, established household records, clarified reconstruction standards and timelines, and promoted reconstruction in an orderly manner.

  Before the Spring Festival of the Year of the Horse, residents affected by the February 8 landslide in Junlian County, Yibin City, began moving into their new homes. It is understood that after the disaster, the local government planned and constructed a 200-mu (approximately 33 hectares) centralized resettlement area in Nanping Village, Mu'ai Town, with a total investment of approximately 240 million yuan. 30 buildings with 281 resettlement houses have been delivered, and 209 affected households have completed their house selection and moved in.

  Entering the home of Huang Min, a villager in the centralized resettlement area of ​​Nanping Village, Mu'ai Town, the 140-square-meter new home is fully equipped with all the necessary living supplies provided by the government. The resettlement area is equipped with facilities such as a community center and a kindergarten, creating a "10-minute convenient living circle." A small-scale industrial park is also planned, which can provide employment for more than 600 people nearby, achieving "safe living and stable employment."

  Currently, all winter and spring relief funds and supplies from Sichuan Province have been distributed.
