In conjunction with transportation enforcement departments, the operation focused on transportation hubs such as airports and train stations, as well as popular tourist attractions like Disneyland, targeting illegal soliciting, illegal passenger transport, and overcharging.

  Recently, a passenger, Mr. Li, exited the Hongqiao Transportation Hub from the West Square, intending to go to Jiangqiao. A man approached him, claiming he could quickly arrange a vehicle, skip the queue, and enthusiastically help with his luggage, promising a price "about the same as ride-hailing services." Eager to get there, Mr. Li boarded the vehicle and arrived at his destination, only to be charged 153 yuan, far exceeding the normal price of around 60 yuan. Another passenger, Mr. Wang, had a similar experience. He was lured into a car by a man in the B1 level passage of the train station with the lure of "no platform fee," but was not only taken on a detour, but also overcharged under various pretexts such as "parking fee" and "night fee." What was initially estimated to be around 30 yuan ended up costing him nearly 100 yuan.

  After receiving the report, Minhang police quickly launched an investigation and arrested eight suspects, including Wu and Jiang. The investigation revealed that Wu, Jiang, and the other eight frequently appeared in the P9 and P10 parking garages of the Hongqiao Transportation Hub, the West Plaza staircase, and the Shenhong Road North Overpass—areas frequently used by passengers. They attracted passengers with "low-priced" fares, then charged exorbitant prices after dropping them off, seriously disrupting normal vehicle operations and public order. Currently, eight individuals, including Wu and Jiang, have been administratively punished by the Minhang police for their illegal activities.

  In the parking lot of Shanghai Disney Resort, two tourists encountered a similar situation. A stranger claiming to be customer service from a ride-hailing platform approached them, asking if they needed a ride and promising to take them to their hotel in Huangpu District for around 130 yuan. With their consent, the man directed them to a vehicle driven by another man. Upon arrival, the driver demanded 538 yuan, claiming it was a luxury ride-hailing car; the two tourists ultimately paid 412 yuan.

  After receiving the report, the Pudong police quickly launched an investigation and arrested Wen and Liu, two individuals from out of town involved in the case. The investigation revealed that Liu solicited customers around Shanghai airports and popular tourist attractions, while Wen posed as a ride-hailing driver, operating an unlicensed car specifically targeting tourists and overcharging them. Using "low-price customer acquisition" as bait, they would lure passengers to their destination, then falsely claim to offer "luxury ride-hailing service" and demand exorbitant fares. Preliminary investigations revealed that since December 2025, the two suspects had committed six such offenses, accumulating profits exceeding 3,000 yuan. Currently, the two suspects, Wen and Liu, have been criminally detained by Pudong police. (End)
