  Southeast Asia Information Port News (www.dnyxxg.com) – Strengthening the construction of a digital supervision platform, establishing a normalized mechanism for analyzing public opinion data, and emphasizing the construction of legislative think tanks… At a special press conference on legislation held on January 13th, the General Office of the Standing Committee of the Shandong Provincial People's Congress announced that in recent years, various localities in Shandong have made multi-dimensional efforts to innovate legislative work mechanisms, empowering local legislation to improve quality and efficiency and implement precise policies.

  Li Zhongqiang, a member of the Party Group and Vice Chairman of the Standing Committee of the Rizhao Municipal People's Congress, introduced at the press conference that the city, taking the construction of a "digital people's congress" as an opportunity, took the lead in developing and applying a digital supervision platform for local regulations, officially launching it on December 20, 2023. After its launch, the platform closely integrates with the practices of legislation, law enforcement, judiciary, and legal education, consolidating data resources from more than 50 departments and units involved in the regulations, and conducting item-by-item breakdown and online supervision of the implementation of each provision of the regulations. "Currently, 1,293 cases have been collected and incorporated into law enforcement matters, 85 cases into supervisory matters, 170 cases into judicial matters, and 60 cases into legal education matters, achieving 'full coverage and zero roaming' of data."

  In recent years, the Linyi Municipal People's Congress Standing Committee has promulgated several local regulations focusing on specific livelihood issues. Xu Zhongsheng, a member of the Party Group and Vice Chairman of the Linyi Municipal People's Congress Standing Committee, stated that to ensure these legislations are both precise and effective, the Linyi Municipal People's Congress Standing Committee has established a regular public opinion data analysis mechanism with Linyi's "12345·Linyi First Launch" hotline. "Through analyzing massive amounts of public demands, we found that issues strongly reflected by the public, such as unclear elevator safety responsibilities and chaotic community property management, are precisely the areas where 'small-scale' legislation can play a most significant role. Through data 'diagnosis,' we ensured that legislative topics targeted the pain points of social governance and the difficulties in people's lives from the outset."

  The Dezhou Municipal People's Congress Standing Committee, aiming for good laws and governance, has vigorously and systematically promoted "small-scale" and "quick and flexible" legislation. Teng Haiqiang, a member of the Party Leadership Group and Vice Chairman of the Standing Committee of the Dezhou Municipal People's Congress, stated that the city has explored and constructed a "three-in-one, overall advancement" drafting mechanism with "dual group leaders," and innovatively implemented a "three-pronged" legislative coordination mechanism of dedicated teams, file-based management, and list-based implementation. It has also formulated and promulgated supporting legislative systems such as the "Regulations on Soliciting Opinions on Local Regulations." "We also attach great importance to strengthening the construction of legislative think tanks. In 2025, we selected a new batch of 28 legislative argumentation experts, effectively enhancing the depth and breadth of participation in legislation by all parties and the public."

  The Binzhou Municipal People's Congress Standing Committee's innovative legislation, centered on "problem-oriented" and "full-chain control," has formed a unique legislative mechanism. Sun Xuesen, a member of the Party Leadership Group and Vice Chairman of the Standing Committee of the Binzhou Municipal People's Congress, stated that the city, based on its experience in creating the nation's first "Safe City," has elevated effective experiences to regulations, promulgating the "Binzhou Municipal Regulations on Social Psychological Services." The regulations clarify specific systems for psychological crisis intervention and guidance services, constructing a psychological service system covering both urban and rural areas. Driven by regulations, over 500 government agencies and institutions across the city have established mental health service departments, and hospitals at level two and above have generally opened mental health clinics, providing mental health screenings for over 400,000 primary and secondary school students annually.
