On February 3, Zhang Yupu, Chairman of the Ningxia Hui Autonomous Region, made the above statement in his government work report at the Fourth Session of the 13th Ningxia People's Congress.
Leveraging its suitable climate and abundant green electricity, Ningxia has built China's first national-level demonstration zone for "Internet + Education" and "Internet + Healthcare," becoming the province where the four major telecom operators simultaneously deploy large-scale data centers. In 2025, Ningxia achieved a "six-fold increase" in the number of data center industrial parks, disaster recovery centers, computing power investment, standard racks, intelligent computing cards, and intelligent computing scale, further consolidating its position as the leading growth engine in Ningxia's digital economy.
Zhang Yupu introduced that Ningxia's "Artificial Intelligence+" initiative has achieved remarkable results, creating 209 application scenarios in industries, agriculture, education, and healthcare, and 30 benchmark projects for city-wide digital transformation have been promoted throughout Ningxia. Simultaneously, the market-oriented allocation of data elements continues to advance. Currently, Ningxia ranks first in Northwest China in the level of integration of informatization and industrialization, and first in the country in five indicators, including 5G user penetration rate.
Zhang Yupu stated that in the next five years, Ningxia will vigorously develop ten key industries, including digital information, deepen the Digital Ningxia strategy, and implement seven major upgrading actions, including digital infrastructure, digital industrialization capacity, and industrial digitalization empowerment. It strives to achieve new breakthroughs in seven indicators, including the scale of the digital economy, computing power, and the number of standard racks, by the end of 2027.
In 2026, Ningxia will accelerate the upgrading of digital infrastructure, promote the construction of ultra-large-scale intelligent computing centers, and implement special actions for "broadband upgrade" and "signal enhancement," striving to achieve full coverage of 5G evolution networks at the county level and full coverage of gigabit optical networks in administrative villages. Meanwhile, Ningxia will deepen its "Artificial Intelligence+" initiative, cultivate emerging industries such as humanoid robots, improve the entire industrial chain of "data aggregation, storage, computing, and application," promote the digital transformation of primary, secondary, and tertiary industries, strive to create a pilot zone for innovative applications of artificial intelligence, and drive the total output value of the digital industry to grow by more than 8%.
