  Southeast Asia Information Port (www.dnyxxg.com) – On the 23rd, this reporter learned from the Ningxia Civil Affairs Department that the department, together with the Ningxia Finance Department and the Ningxia Medical Security Bureau, recently issued the "Implementation Plan for the Ningxia Hui Autonomous Region's Project to Issue Elderly Care Service Consumption Subsidies to Elderly People with Moderate or Higher Disabilities" (hereinafter referred to as the "Implementation Plan").

  According to reports, the implementation period for the Ningxia project to issue elderly care service consumption subsidies to elderly people with moderate or higher disabilities is 12 calendar months, starting in January 2026 and ending in December 2026.

  The subsidy recipients are elderly people who have been uniformly assessed as moderate, severe, or completely disabled according to the "Standards for Assessment of Elderly Persons' Capabilities," and whose service address for purchasing home-based, community-based, or institutional elderly care services is within Ningxia. Elderly people currently receiving special hardship assistance, subsidies for centralized care services for economically disadvantaged disabled elderly people, or services provided by the National Home-based and Community-based Basic Elderly Care Service Improvement Action Project are not included in the subsidy scope.

  The "Implementation Plan" stipulates that subsidies will be distributed in the form of electronic vouchers through the nationally unified "Civil Affairs Connect" information system (including mini-programs, apps, etc.) on a monthly basis. Electronic vouchers are valid for one month; they must be obtained and used within the same month and expire the following month.

  The subsidized programs include home-based, community-based, and institutional elderly care services. Community-based and home-based elderly care services mainly include meal assistance, bathing assistance, cleaning assistance, mobility assistance, emergency assistance, medical assistance, and rehabilitation nursing services; institutional elderly care services include long-term services (staying in an institution for more than 30 days) and short-term services (staying in an institution for less than 30 days).

  The subsidy standards are as follows: For institutional elderly care services, the deduction rate is 40%, with a maximum deduction of 800 yuan per person per month; for home-based and community-based elderly care services, the deduction rate is 50%, with a maximum deduction of 800 yuan per person per month; for elderly capacity assessment services, if the initial assessment level is moderate or above, the assessment fee can be fully deducted through an electronic capacity assessment voucher, with a one-time deduction of 100 yuan per person; if the assessment result is below moderate disability, the assessment fee will be borne by the assessed individual.
