A total of 3,439 suggestions were collected, aiming to transform the "intellectual achievements" of CPPCC members into "policy measures."
Li Weichuan, Deputy Director of the General Office of the Ningxia CPPCC, introduced that the "Golden Ideas" campaign will commence in March 2025. A special task force has been established, comprising six subgroups covering economic, social, cultural, scientific and technological, ecological, and other categories. A three-dimensional online and offline collection network and a "three-level screening + final review by the Chairman's meeting" work guarantee mechanism have been constructed. Utilizing platforms such as committee guest rooms and sectoral member studios, the campaign will widely contact the public to collect opinions, integrating the collection of "Golden Ideas" into various consultative and deliberative activities, research, and inspections.
"Deepening the strategic development of the Helan Mountain's multi-faceted tourism resources, promoting the 'slimming and greening' of express delivery packaging, upgrading Ningxia's 'ticket stub economy,' and creating a new cultural tourism IP for the 'Ancient City on the Frontier'... these 'golden ideas' cover key areas such as industrial upgrading, expanding investment, boosting consumption, and improving people's livelihoods, effectively reflecting current needs and responding to long-term development," Li Weichuan introduced. He added that the "golden ideas" initiative not only gathers cross-sectoral and multi-level wisdom and strength for stabilizing growth and promoting development, but also builds a "bridge of hearts" between the CPPCC's suggestions and advice, the Party and government's scientific decision-making, and the people's fervent expectations.
According to reports, in 2025, the Ningxia CPPCC held 138 consultative and deliberative activities, with 1,552 CPPCC members at the regional, municipal, and county levels participating in research and consultation. Nineteen consultative reports were submitted to the Ningxia Hui Autonomous Region Party Committee, and 133 suggestions were adopted by relevant departments (units), with 62 suggestions being transformed into concrete work measures. In 2025, the Ningxia CPPCC held six special consultations on topics such as accelerating the comprehensive green transformation of development methods, strengthening exchanges and cooperation between Ningxia, Hong Kong, and Macao, and the deep integration of culture and tourism; 24 counterpart consultations on promoting childcare services and the digital application of traditional Chinese medicine in clinical practice; 15 sectoral consultations on the development of the pre-prepared vegetable industry and the protection of drinking water sources; and 18 consultations on the difficulties in the development of the dairy industry.
