The tourism industry generally believes that this is a "golden opportunity" for the industry to achieve transformation and upgrading and realize its strategic development vision for 2035.
At the core policy support level, the "Decision No. 98 on Pilot Implementation of Several Special Mechanisms and Policies to Promote the Development of Ho Chi Minh City" (98/2023/QH15) passed by the National Assembly of Vietnam in 2023, and the subsequent revised and supplementary Resolution No. 260, not only continue and deepen the policies, but also embody an innovation in development thinking—achieving a transformation from a "management-oriented" to a "development-oriented governance" model. The core of the two resolutions is not simply preferential policy inclination, but rather an emphasis on both empowerment and responsibility, building a favorable platform for proactive transformation and responding to global competition in various sectors, including the tourism industry.
Under this policy guidance, the transformation of Ho Chi Minh City's tourism industry has transcended mere digitalization and greening, moving towards a comprehensive upgrade in governance philosophy, organizational models, value creation methods, and ecological role positioning. Leading tourism enterprises have been entrusted with the core mission of guiding the market, playing a crucial role in developing a distinctive product system encompassing cultural history, culinary experiences, water tourism, and MICE tourism.
Faced with the opportunities and challenges brought about by industry transformation, business representatives proposed a comprehensive review of existing development models, establishing a long-term vision for 2035 aligned with the strategic direction of the Party, the State, and Ho Chi Minh City, to drive substantial breakthroughs through comprehensive transformation and achieve sustainable growth. Experts further suggested that tourism enterprises should regard governance capacity building as a revolutionary core pillar, proactively promote structural adjustments, divest inefficient investments, accelerate the construction of a digital platform-driven governance model, and cultivate a high-quality talent pool with international competitiveness, revitalizing management and workforce efficiency through innovation.
Multiple implemented measures continue to empower the tourism industry. The Ho Chi Minh City People's Council's Resolution No. 62 (62/2025/NQ-HĐND) on supporting the attraction of tourist groups to participate in conferences, seminars, and exhibitions in conjunction with sightseeing tours is a significant manifestation of the city's pioneering and innovative development. It will effectively improve service quality and destination reputation, especially injecting momentum into the MICE (Meetings, Incentives, Conferences, and Exhibitions) tourism sector.
In line with global tourism trends, Ho Chi Minh City is accelerating the application of technology, data, and artificial intelligence in tourism promotion. The implementation of the "HCMC Global Traveler Barometer," a key source market monitoring and forecasting system, allows tourism management departments to accurately capture changes in tourist needs and behaviors. Simultaneously, tourism promotion activities continuously optimize the content quality of traditional and digital channels, focusing on enhancing the city's tourism brand value and overall attractiveness, helping Ho Chi Minh City's tourism industry seize opportunities in the global trend towards experiential, personalized, and digital tourism.
