Southeast Asia Information Harbor News (www.dnyxxg.com) – The Lao Ministry of Science, Technology and Communications recently signed a Memorandum of Understanding (MOU) with a consortium of Chinese enterprises to jointly conduct a feasibility study on the demonstration and implementation of a “National Health Artificial Intelligence (AI) Platform.” The MOU was officially signed in Vientiane on February 13, marking a substantial step forward in medical technology cooperation between China and Laos under the “Belt and Road” framework.

This cooperation was initiated by the Lao Ministry of Science, Technology and Communications, and the partners are a consortium of three Chinese enterprises: 520 Medical Services Co., Ltd. (a subsidiary of Xidandong United Development Co., Ltd.), China-ASEAN Information Harbor Co., Ltd., and Zhenjiang Advanced Equipment Research Institute. At the signing ceremony, Mr. Phouangpasay Kosuvan, Director of the General Office of the Lao Ministry of Science, Technology and Communications, Ms. Xuan Yi, Vice President of China-ASEAN Information Harbor Co., Ltd., and representatives of the consortium members jointly signed the MOU; Mr. Khovsoukh Sorapong, Deputy Minister of the Lao Ministry of Science, Technology and Communications, served as a witness; senior officials from the Lao Ministry of Health and Mahosot Hospital, as well as enterprise representatives, attended the ceremony. As a key cooperative project under the Belt and Road Initiative between China and Laos, this platform focuses on the healthcare sector—one of the first key areas of cooperation in artificial intelligence (AI) identified by both countries. Its core objective is to modernize Lao healthcare services through AI technology. According to the agreement, both sides will explore the application potential of AI in public health management, disease analysis, health screening, and the digitization of medical records. Through system integration, they aim to improve the efficiency of healthcare professionals and simplify the public's access to medical care.

The project's long-term vision is to promote the widespread application of AI technology in Laos, starting with the healthcare sector, ultimately achieving three core objectives: improving the accuracy of disease diagnosis, optimizing the allocation of medical resources, and improving the telemedicine service system. This initiative is expected to comprehensively enhance the overall service capacity of Laos' national health system, particularly benefiting remote communities and effectively meeting the health needs of the local population.
