He proposed comprehensively consolidating the foundation of the ruling party and promoting high-quality socio-economic development, while also outlining four major breakthrough measures for achieving the goals before 2030, thus drawing a blueprint for the country's long-term development.

  In his report, Thongloun Sisoulith pointed out that starting in 2026, the 12th Central Committee will focus on advancing work in multiple areas: First, continuously building, improving, and strengthening the core elements of consolidating the people's democratic regime, enhancing self-reliance, and consolidating the foundation for national development; second, fortifying the defense line of political stability, building a peaceful and just social environment, uniting the people's forces, and resolutely safeguarding national independence and sovereignty; third, promoting the efficient and lawful performance of duties by state organs, strengthening the central government's macro-governance effectiveness and local autonomy, and building a sound, transparent, strong, and stable political system; fourth, anchoring on the direction of green and sustainable development, promoting concentrated, high-quality, and robust socio-economic growth, while focusing on addressing economic challenges. The report outlines eight key development goals: First, addressing financial challenges, stabilizing macroeconomic operations, controlling inflation, and reducing public debt burdens. Second, strengthening the role of state-owned enterprises as the backbone of the national economy, promoting coordinated development among various economic entities, focusing on cultivating seven key economic sectors, and regulating economic management according to law. Third, focusing on talent cultivation and technological empowerment, fostering a professional workforce to support development and improve people's livelihoods, and promoting the application of technology across all sectors and digital transformation. Fourth, promoting coordinated and balanced regional development, enhancing the ability to prevent and control natural disaster risks, and effectively addressing climate change. Fifth, steadily deepening integration and connectivity with neighboring countries, the region, and the world, while simultaneously promoting the unique and excellent culture of the nation and advancing high-quality human resource development.

  The report clarifies that the key development goals are to be achieved through the above work: to help the country escape the status of a least developed country, achieve an average annual GDP growth rate of over 6%, and continuously improve people's living standards.

  Regarding the implementation of the goals before 2030, Thongloun Sisoulith emphasized that deep and concrete breakthroughs must be achieved in four areas, and resources must be integrated and coordinated to promote implementation. The core initiatives include: First, incorporating key tasks from the "National Agenda for Addressing Economic and Financial Difficulties (2022-2025)" into the "15th Five-Year Plan for National Socio-Economic Development," establishing a regular guidance mechanism, addressing shortcomings, and implementing a series of important and urgent measures—including mobilizing and promoting national development to a new level, strengthening self-reliance and self-strengthening capabilities, helping people acquire new ways of making a living and building new lifestyles, and promoting the strengthening and optimization of state-owned and private enterprises; Second, taking the lead in implementing the core policy of "building an independent and self-reliant economy, cultivating sustainable development momentum, and deeply integrating into the world," and promoting the transformation of society from a consumption-oriented to a production-oriented model; Third, comprehensively deepening management system reform, improving the efficiency of the development and utilization of natural resources such as minerals, water resources, and land, achieving sustainable production, while actively developing diversified power industries such as hydropower, solar energy, wind energy, and nuclear energy, ensuring domestic energy demand while promoting electricity exports; Fourth, strengthening governance effectiveness, improving work transparency, severely cracking down on corruption, plugging management loopholes, and broadening the sources of fiscal revenue, injecting strong momentum into faster, more stable, and more sustainable socio-economic development.
