Significant progress was made in combating corruption, the responsibility for governing the Party and ensuring its discipline was effectively implemented at all levels, the achievements of comprehensively and strictly governing the Party were continuously consolidated, unhealthy tendencies and malpractices were gradually eliminated, the atmosphere of strictness became increasingly strong, the positive atmosphere was more abundant, and the morale of the vast majority of Party members and cadres was continuously boosted. This provided strong guidance and guarantee for the construction of a modern Jiangxi and promoted new and solid steps forward in various undertakings.

Yin Hong emphasized that General Secretary Xi Jinping's important speech at the Fifth Plenary Session of the 20th Central Commission for Discipline Inspection was insightful, broad in vision, profound in thought, and rich in content. It profoundly elucidated the major theoretical and practical issues of comprehensively and strictly governing the Party on the new journey of the "15th Five-Year Plan," providing fundamental guidance for further advancing the comprehensive and strict governance of the Party and the fight against corruption. We must firmly grasp the political direction, deeply study and understand, and resolutely implement the decisions and plans of the Party Central Committee, profoundly comprehend the decisive significance of the "two establishments," strengthen the "Four Consciousnesses," firm up the "Four Confidences," and achieve the "Two Upholds." We must accurately grasp the important requirements of the "three more," and truly unify our thoughts and actions with the judgments and plans of the Party Central Committee, resolutely advancing the Party's self-revolution to a deeper level with unwavering perseverance.

Yin Hong emphasized the need to deepen political oversight and precisely safeguard the effective implementation of the Party Central Committee's major decisions and plans. Focusing on matters of national importance, we must strengthen oversight and inspection, closely adhering to strategic deployments such as the new development philosophy, high-quality development, and the construction of a new development pattern. We must closely monitor key tasks such as comprehensively expanding domestic demand, building a modern industrial system, and integrating into the unified national market. With the goals and tasks of the 15th Five-Year Plan as the focus, we must continuously promote the concretization, precision, and normalization of political oversight. We must adhere to seeking truth from facts and adapting to local conditions, creatively carrying out our work, while strictly enforcing political discipline and rules, strictly observing the discipline of leadership transition, and promoting the enhancement of the political "three capabilities" of Party organizations at all levels and the vast majority of Party members and cadres, ensuring that political oversight follows wherever the Party Central Committee's decisions and plans go.

Yin Hong emphasized the need to maintain a high-pressure stance and relentlessly advance the anti-corruption struggle. He stressed the importance of punishing all corruption, eradicating all graft, and eliminating all evil, rigorously investigating and handling corruption and collusion between government and business in key areas, resolutely curbing new cases and eliminating existing ones. He called for in-depth efforts to investigate and address both misconduct and corruption simultaneously, consolidating and expanding the achievements of the Central Committee's Eight-Point Regulation, and simultaneously rectifying formalism and reducing the burden on grassroots levels. He emphasized the need to deepen the concentrated rectification of misconduct and corruption affecting the people, maintaining a strong momentum in case handling, improving long-term mechanisms, and effectively safeguarding the vital interests of the people. He stressed the importance of strengthening technological empowerment, coordinating the digitalization of power and supervision, enhancing the penetration of anti-corruption efforts and the effectiveness of supervision, discipline enforcement, and law enforcement, deepening the integrated advancement of "three no-corruption" principles, and working together to improve the effectiveness of corruption governance.

Yin Hong also emphasized the need to regulate the operation of power and effectively confine power within the cage of regulations. He stressed adhering to the concept of "full-cycle management," balancing the improvement of regulations with their implementation, focusing on key powers to strengthen the supply of regulations, and weaving a tight supervision network to ensure the standardized and orderly operation of power. We must closely monitor key positions held by leading cadres, strengthen close and routine supervision, and urge top leaders at all levels to strictly discipline themselves, fulfill their responsibilities, and manage their subordinates rigorously. We must strengthen the education, management, and supervision of young cadres, intensify the investigation and punishment of violations of discipline and law, and integrate strict management and governance into daily work. Leading cadres at all levels must uphold moral integrity and maintain self-discipline, take the lead in implementing systems, cultivate excellent family education and style, resolutely oppose privileged thinking and behavior, and forever maintain their clean and honest political character.

Yin Hong emphasized the need to strengthen responsibility and push the comprehensive and strict governance of the Party to a new level. Party organizations at all levels must shoulder the political responsibility of governing the Party, improve systems and mechanisms, tighten the chain of responsibility, and ensure genuine, strict, and long-term management. We must promote the integration and coordination of disciplinary inspection and supervision with other types of supervision, leverage the advantages of dispatched supervision, strengthen the deterrent effect of inspection supervision, and consolidate the synergy of regular and long-term supervision. We will continue to strengthen the "three-pronged" approach to discipline inspection and supervision work, hone our skills through self-examination and self-criticism, forge a loyal, clean, responsible, and courageous discipline inspection and supervision team, and promote the high-quality development of discipline inspection and supervision work.

The meeting was held via video conference, reaching all prefecture-level cities and counties (cities and districts).
