1. Qiu Kejing, former member of the Standing Committee of the Shaoyang Municipal Committee and former Vice Mayor of the Shaoyang Municipal Government, accepted arrangements for entertainment activities that could affect the impartial performance of her official duties, illegally accepted gifts, and long-term free use of housing belonging to those she managed and served. From 2023 to 2025, Qiu Kejing accepted arrangements from private business owners to engage in entertainment activities in the company's internal chess and card room and KTV private room on multiple occasions, with the related expenses paid by the other party; she repeatedly accepted gifts from private business owners and those she managed and served; and she long-term free use of properties under the names of those she managed and served for personal use. 1. Qiu Kejing was found to have committed other serious violations of discipline and law. In October 2025, she was expelled from the Party and dismissed from public office. Her suspected crimes were transferred to the procuratorate for review and prosecution.
2. Yang Yi, former member of the Party Leadership Group and Vice Chairman of the Standing Committee of the Changde Municipal People's Congress, was found to have a distorted view of performance and made decisions that resulted in significant losses. During his tenure as Secretary of the Dingcheng District Committee of Changde City and Secretary of the Party Working Committee of Changde High-tech Zone, Yang Yi had a distorted view of performance. He failed to conduct thorough background investigations for investment projects, blindly decided to introduce a certain project, and, knowing that the preferential policies required by the project violated national regulations, illegally decided to return the subsidies, causing significant losses to state property. Yang Yi was also found to have committed other serious violations of discipline and law. In October 2025, he was expelled from the Party and dismissed from public office. His suspected crimes were transferred to the procuratorate for review and prosecution.
3. Chen Jiangping, former Director of the Rural Economy Division of the Provincial Development and Reform Commission, was found to have accepted banquets and travel arrangements that could affect the impartial performance of his official duties, and illegally accepted gifts. From 2020 to 2024, Chen Jiangping repeatedly violated regulations by accepting banquets arranged by private business owners in company canteens and upscale restaurants, consuming expensive alcoholic beverages, with the expenses paid by the business owners. He also accepted arrangements from private business owners to take his family on trips to other provinces, with the expenses paid by the business owners. He also repeatedly accepted gifts from private business owners and those he managed and served. Chen Jiangping also had other serious disciplinary and legal violations. In September 2025, he was expelled from the Party and dismissed from public office, and his suspected crimes were transferred to the procuratorate for review and prosecution.
4. Huang Wende, former Party Secretary and President of the Ningyuan County People's Court, violated regulations regarding dining and drinking. In March 2023, Huang Wende violated regulations by accepting a banquet arranged by a private business owner that could potentially influence the impartial performance of his official duties, consuming expensive alcoholic beverages, with the expenses paid by the business owner. In May 2025, Huang Wende led a team to a university in another province for business training, violating training management regulations by repeatedly organizing some trainees to accept banquets and consume alcohol from those he managed and served, with the expenses paid by the business owners. In December 2025, Huang Wende was removed from his Party and government posts, and other responsible personnel received corresponding punishments.
5. Wu Zhiping, former Party Secretary and Director of the Fenghuang County Letters and Visits Bureau, misappropriated special funds for the illegal distribution of allowances and subsidies and irregular official receptions. From 2021 to 2024, while serving as Party Secretary and Director of the Fenghuang County Letters and Visits Bureau, Wu Zhiping made irregular decisions to misappropriate special funds, distributing subsidies under the guise of holiday greetings; he repeatedly arranged or acquiesced to official receptions without official documents and exceeding standards, and improperly used cigarettes and alcohol during these receptions, all of which were paid for from the misappropriated special funds. Wu Zhiping also had other serious disciplinary and legal violations, and in October 2025, he was placed on probation within the Party for two years and removed from his government post.
6. Zhao Pengjun, former Party Secretary of Baishui Yao Township, Guiyang County, was found guilty of using public funds for private vehicle maintenance and official travel. From 2021 to 2024, Zhao Pengjun, while serving as the Party Secretary of Baishui Yao Ethnic Township, repeatedly embezzled public funds to refuel his private car and organized publicly funded trips for relevant personnel of his unit to other provinces. Zhao Pengjun also had other disciplinary and legal violations. In June 2025, he received a severe warning within the Party and was dismissed from his administrative post. Other responsible personnel were also dealt with accordingly.
7. Luo Shengtian, former Party Branch Secretary and President of the Second People's Hospital of Zhijiang Dong Autonomous County, was found to have improperly performed his duties and infringed upon the interests of the masses. From 2021 to 2023, while serving as the Party Branch Secretary and President of the Second People's Hospital of Zhijiang County, Luo Shengtian oversaw issues such as duplicate charges, excessive examinations, charges exceeding standards, and substitution of items, infringing upon the interests of the masses. The hospital also included items not covered by medical insurance in the medical insurance fund settlement, causing losses to the medical insurance fund. Luo Shengtian bore primary leadership responsibility for the above problems. Luo Shengtian also had other serious disciplinary and legal violations. In June 2025, he received a one-year probation within the Party and was dismissed from his administrative post. Other responsible personnel were also dealt with accordingly. 8. Guo Yuezhong, former member of the Party Committee of the Shaoyang County Water Resources Bureau, was found to have neglected his duties and caused harm to the interests of the masses. From 2017 to 2025, while serving as the deputy director of the Office of the Command Headquarters for the Construction of the Rural Drinking Water Safety Coverage and Consolidation Project in Shaoyang County, Guo Yuezhong failed to properly perform his duties, resulting in unreasonable design, inadequate daily supervision, overdue construction projects, and substandard quality in some rural drinking water projects, affecting the normal water use of the masses. He also failed to urge some drinking water project construction units to pay the full amount of migrant workers' wage security deposits as required, resulting in the arrears of migrant workers' wages and causing harm to the interests of the masses. Guo Yuezhong also had other serious violations of discipline and law. In October 2025, he was expelled from the Party and dismissed from public office, and his suspected crimes were transferred to the procuratorial organ for review and prosecution according to law.
