The General Office of the CPC Central Committee and the General Office of the State Council recently issued the "Assessment Measures for the Effectiveness of Beautiful China Construction" (hereinafter referred to as the "Assessment Measures").
According to reports, the assessment of the effectiveness of the Party committees and governments of all provinces (autonomous regions and municipalities) in building a beautiful China mainly includes the implementation of responsibilities for building a beautiful China; the completion of major annual targets for building a beautiful China, assessing the atmospheric environment, water and marine ecological environment, soil ecological environment, solid waste pollution prevention and control and ecological quality, as well as the completion of annual targets; the completion of key annual tasks for building a beautiful China, the performance of fund utilization, and public satisfaction.
The aforementioned official stated that the "Assessment Measures" is another important Party regulation in the field of ecological and environmental protection in China, a powerful institutional tool for promoting the establishment and practice of a correct view of performance, a powerful tool for comprehensively advancing the construction of a beautiful China, and an important measure for improving the ecological and environmental governance system. The assessment uses a 100-point scoring system, and the results are categorized into four levels: Excellent, Good, Satisfactory, and Unsatisfactory. If a province (autonomous region, or municipality) experiences a particularly serious environmental pollution incident or a particularly serious ecological damage incident, its annual assessment result cannot be rated "Good" or above.
The aforementioned official stated that the "Assessment Measures" maintain a strict tone, strengthen the application of assessment results, and explicitly state that the assessment results will serve as an important reference for the comprehensive evaluation, rewards, punishments, appointments, and removals of the leading bodies and relevant leading cadres of the provincial (autonomous region, or municipality) party committees and governments, as well as for the allocation of relevant fiscal funds for ecological and environmental protection. Provinces (autonomous regions, or municipalities) with an assessment result of "Unsatisfactory" must promptly propose rectification measures and complete rectification within the stipulated time. Those requiring accountability will be investigated by the Central Commission for Discipline Inspection and the National Supervisory Commission, and the Organization Department of the Central Committee of the Communist Party of China, in accordance with regulations and laws.
