Southeast Asia Information Port News (www.dnyxxg.com) Recently, the State Administration for Market Regulation (National Standardization Administration) approved and released the mandatory national standard GB 10631—2025, "Fireworks and Firecrackers - Safety and Quality." This standard comprehensively integrates and replaces seven national standards, including GB 10631—2013, and tightens safety requirements, improves quality levels, and guides safe use of fireworks and firecrackers in all aspects of production, operation, transportation, and setting off. It provides key technical support for the safety supervision and high-quality development of the fireworks and firecrackers industry.
This revision focuses on "strengthening inherent safety, standardizing industry development, and serving the needs of the people," achieving four major breakthroughs. First, it integrates multiple standards, resolving the problem of overlapping and fragmented standards. For the first time, it unifies the classification, grading, safety requirements, and packaging markings of fireworks and firecrackers into a single standard, providing the industry with a comprehensive set of technical requirements. Second, it optimizes classification and grading to better suit safety production and regulatory efficiency. The product categories are refined into 11 major categories and 25 subcategories, including firecrackers, toys, friction fireworks, spinning fireworks, spray fireworks, sparkler fireworks, aerial fireworks, small fireworks, display shells, frame fireworks, and combination fireworks, making product safety and consumer choice clearer. Third, new key technical requirements are added to address shortcomings in quality and safety. In recent years, mixed packaging of fireworks and firecrackers has become popular, but previously, there were no corresponding standards specifying quality and safety requirements for "mixed packages," which refer to packaging units containing two or more different categories of fireworks and firecrackers. This standard clarifies the packaging, labeling, and product requirements for "mixed packages" for the first time, and also adds quality and safety requirements for export products. Fourth, strict requirements on important indicators enhance safety controllability. The standard further standardizes important indicators such as the types of explosives, materials, and ignition performance of various products, reducing safety and environmental risks from the source and improving the safety of ignition. For example, regarding sound level values, the original standard stipulated that the sound level value for personal ignition products should be less than or equal to 110 dB; the revised standard specifies sound level values for different products and effects.
This standard, officially implemented on May 1, 2026, will empower industry development and safety management from multiple dimensions. For the industry, it will accelerate the elimination of outdated production capacity and guide the entire industry chain towards standardization and high-quality transformation. For regulatory authorities, it will provide more detailed classification and grading standards and testing criteria, significantly improving the efficiency of safety supervision. For consumers, standardized safety signs and instructions for use will effectively reduce risks caused by misoperation. For export trade, it will not only proactively mitigate potential safety hazards before export but also, through the newly added classification comparison with ISO, US, and EU standards in the appendix, help Chinese fireworks and firecrackers better adapt to international market rules and enhance export competitiveness.
The State Administration for Market Regulation, together with the Ministry of Emergency Management and other departments, will strengthen the dissemination and training of the standard to ensure its accurate implementation, effectively improve the quality and safety level of fireworks and firecrackers, and promote the safe, orderly, and high-quality development of the industry.
