Originating in the Northern Song Dynasty, the Binyang Fire Dragon culture boasts a profound heritage and is an important component of Chinese dragon culture, as well as a unique cultural treasure of Nanning City. As a crystallization of ethnic cultural integration, the Binyang Fire Dragon Festival, with its unique format of "non-stop firecrackers and endless dragon dances," carries the people's beautiful aspirations for warding off disasters and praying for blessings, attracting hundreds of thousands of tourists annually.
The Binyang Fire Dragon Festival, hailed as the "Oriental Carnival," has been included in the second batch of national intangible cultural heritage representative projects and has received titles such as "China's Best Intangible Cultural Heritage Festival" and "2023 Outstanding Project of Chinese Sports Culture." Binyang County actively promotes the integrated development of "culture + sports + tourism + consumption," continuously extending the Binyang Fire Dragon culture industrial chain and promoting the development and innovation of the Fire Dragon culture through inheritance.
Huang Junning, Vice Chairman of the Standing Committee of the Nanning Municipal People's Congress, introduced that the full text of the "Regulations" consists of 22 articles, focusing on the protection, utilization, and development of Binyang Firecracker Culture. It clarifies the objects of protection for Binyang Firecracker Culture; it specifies that the protection of Binyang Firecracker Culture adheres to the main theme of strengthening the sense of community of the Chinese nation, promoting socialist core values, and following the working principles of government leadership, social participation, respect for customs, inheritance and development, and rational utilization, so as to form a strong synergy for protection; and it encourages social forces to participate in protection through research, collection, display, donation, funding, and volunteer services.
The "Regulations" will come into effect on November 1, 2025. To ensure the safe and orderly display and performance of Binyang Firecracker Culture, the "Regulations" require the use of safe and environmentally friendly fireworks and firecrackers, clearly define the designated areas and times for setting them off, and establish an emergency plan for air pollution prevention and control, achieving a balance between cultural inheritance and ecological protection.
Huang Xiaolin, Chairman of the Education, Science, Culture and Health Committee of the Nanning Municipal People's Congress, said that the promulgation of the "Regulations" sets a benchmark and provides a model for the protection of intangible cultural heritage in Nanning. The implementation of these regulations will create a more favorable social and institutional environment for Nanning City to systematically promote the protection and inheritance of representative intangible cultural heritage projects.
