According to the report, the appearance of Hebei's rivers and lakes underwent historic changes during the 14th Five-Year Plan period.
Hebei Province implemented the "Mother River Revitalization Action," coordinating multiple water sources to replenish 107 rivers with over 21.8 billion cubic meters of water. This resulted in a maximum river length of 4,655 kilometers with a water surface area of 306 square kilometers. The Yongding River achieved continuous year-round water flow. Fifty rivers, including the Grand Canal, Hutuo River, and Fuyang River, were fully connected. The ecological flow compliance rate of key rivers and lakes reached 100%. 5.78 billion cubic meters of water were replenished to Baiyangdian Lake, and the water level in the lake area remained stable at around 7 meters.
According to Cui Zhiqing, Secretary of the Party Committee and Director of the Hebei Provincial Department of Water Resources, since the 14th Five-Year Plan, Hebei's flood control and disaster reduction capabilities have been comprehensively and significantly improved. Nine new reservoirs, including Louli and Wulahada, were started. Management was carried out on over 2,900 kilometers of key flood-carrying channels and small and medium-sized rivers in 184 sections, including the Hutuo River, Fuyang River, and Ziya New River. Safety construction projects were implemented in 11 flood storage and detention areas, including Daluze and Ningjinbo. The reinforcement of 29 dilapidated reservoirs and the management of 68 mountain torrent gullies were completed. The overall flood control pattern of "upstream storage, midstream diversion, downstream discharge, and appropriate retention" has been further improved.
Since the 14th Five-Year Plan, Hebei Province has accelerated the construction of flood control projects in the Xiong'an New Area. The flood control ring of the starting area and the Anxin and Rongcheng clusters have basically achieved a 200-year flood protection capacity, while the Zangang and Zaili clusters have basically achieved a 100-year flood protection capacity.
In addition, Hebei Province has vigorously promoted the construction of water conservancy infrastructure, planning and implementing 5,576 key projects in areas such as flood control, water supply, and water ecology. Investment in water conservancy construction exceeded 50 billion yuan, 70 billion yuan, and 100 billion yuan in 2022, 2023, and 2024 respectively. It is estimated that during the 14th Five-Year Plan period, Hebei's investment in water conservancy construction will exceed 360 billion yuan, 2.9 times that of the 13th Five-Year Plan period. (End)
