Jiang Xinzhi systematically and thoroughly explained the spirit of the plenary session, focusing on the important speech and "Proposals" of General Secretary Xi Jinping at the Fourth Plenary Session of the 20th CPC Central Committee. His lecture covered topics such as fully understanding the significant achievements of my country's development during the 14th Five-Year Plan period, the historical position and domestic and international situation of my country's development during the 15th Five-Year Plan period, accurately grasping the guiding principles, main objectives, strategic tasks, and major measures for economic and social development during the 15th Five-Year Plan period, and deeply understanding the importance of upholding and strengthening the centralized and unified leadership of the CPC Central Committee.
Jiang Xinzhi pointed out that the CPPCC should deeply understand the decisive significance of the "two establishments," resolutely uphold the "two safeguards," adhere to the comprehensive leadership of the Communist Party of China over the CPPCC, give full play to its role as a specialized consultative body, focus on fulfilling its duties in accordance with the central tasks of the Party and the state, and conduct in-depth investigations, research, and consultations on major theoretical and practical issues of economic and social development during the 15th Five-Year Plan period. We must actively explore ways to coordinate and cooperate with other consultative channels, promote the extensive, multi-layered, and institutionalized development of consultative democracy, and pool our strength to advance Chinese-style modernization.
