China plans to launch a winter campaign to combat wage arrears by 2025.

  Southeast Asia Information Port (www.dnyxxg.com) reported on November 5th that the Office of the Leading Group for Employment Promotion and Labor Protection of the State Council recently issued a notice to launch a nationwide winter campaign to address wage arrears from November 1, 2025 to the Spring Festival of 2026. The campaign will focus on key industries and sectors, emphasizing hazard investigation, conflict resolution, emergency response, and addressing both the symptoms and root causes of wage arrears to comprehensively rectify such behavior and effectively protect the legitimate rights and interests of migrant workers.

  According to the notice, all regions and relevant departments will comprehensively assess the risks of wage arrears, proactively publicize reporting and complaint channels, conduct joint inter-departmental reception of petitioners, and implement differentiated policies based on specific cases to promote the substantive resolution of wage arrears issues. Simultaneously, the notice will deepen the implementation of the wage payment guarantee system, strengthen the diversified prevention, mediation, and resolution mechanism for grassroots conflicts and disputes, and focus on conflict resolution and assistance for those in need.
