According to reports, the China-aided Lao National Earthquake Monitoring Network Project, implemented since 2017, has established 15 modern integrated seismic stations covering the entire territory of Laos and Laos' first national earthquake information center. It has also trained Laos for a full range of technical personnel covering network operation and maintenance, data processing, and information dissemination, enabling Laos to independently and rapidly report earthquakes of magnitude 3 and above within its territory, providing strong technical support for Laos' disaster prevention, mitigation, and emergency response.

Lao's Deputy Minister of Agriculture and Environment, Xaynakhon, stated in his speech at the handover ceremony that Laos has lacked a nationwide earthquake monitoring system for many years. This aid project is of great significance, helping Laos improve its earthquake monitoring capabilities, enabling it to quickly and timely obtain earthquake information, and helping Laos mitigate the risk of earthquake disasters.
In his address, Li Xizhen, Commercial Counselor of the Chinese Embassy in Laos, stated that the close cooperation between China and Laos in the field of earthquake prevention and disaster reduction science and technology is a concrete manifestation of the deepening of multi-field scientific and technological cooperation between the two parties and countries.

Li Yonglin, Deputy Director of the China Earthquake Administration and representative of the assisting unit, stated that the handover of the Laos National Earthquake Monitoring Network project is not only a transfer of technology but also a continuation of friendship, carrying the deep affection of the Chinese people for the Lao people and demonstrating China's firm determination to share development achievements and jointly build a security barrier with Laos.
