Specifically, the minimum standard for urban and rural minimum living allowances in Category I areas such as Guangzhou and Shenzhen is 1206 yuan/person/month; in Category II areas such as Zhuhai, Foshan, Dongguan, and Zhongshan, it is 1073 yuan/person/month; in Category III areas such as Huizhou, Jiangmen, and Zhaoqing, it is 932 yuan/person/month; and in Category IV areas such as Shantou, Shaoguan, Heyuan, and Meizhou, the urban minimum living allowance is 869 yuan/person/month, and the rural minimum living allowance is 696 yuan/person/month.
The Guangdong Provincial Department of Civil Affairs requires that all prefecture-level cities and above uniformly formulate and publish the 2026 urban and rural minimum living allowance standards for all counties (cities, districts) by the end of May, and submit them to the Provincial Department of Civil Affairs and the Provincial Department of Finance for record. All counties (cities, districts) should, in principle, implement the new standards and complete retroactive payments by the end of June.
Local authorities should gradually narrow the gap between rural and urban minimum living allowance standards, and accelerate the equalization of social assistance public services between urban and rural areas. The minimum proportion of rural minimum living allowance standards to urban minimum living allowance standards in each county (city, district) should be increased to over 80%.
The Guangdong Provincial Department of Civil Affairs simultaneously issued a "Notice on Adjusting the Standards for Assistance and Support for People in Extreme Poverty in 2026," requiring all localities to, within one month of receiving the notice, strictly adhere to the principle that "the basic living standards for people in extreme poverty in urban and rural areas should not be lower than 1.6 times the local urban and rural minimum living allowance standards, and not lower than the current basic living standards for people in extreme poverty in the region," and to research, formulate, and publish the 2026 basic living support standards for people in extreme poverty in urban and rural areas, and report them to the Provincial Department of Civil Affairs for record.
Local authorities should calculate and distribute assistance and support funds for people in extreme poverty according to the newly published support standards starting from January 1, 2026. Each county (city, district) should, in principle, implement the new standards and complete the retroactive payments by the end of June. (End)
