Adhering to and developing the "Fengqiao Experience" in the new era, Guangdong has innovatively created a diversified dispute resolution system for labor disputes in new employment forms, using multi-departmental collaboration, one-stop resolution, and full-chain services as key approaches.
In response to the new characteristics of employment and new demands for rights protection brought about by the rapid development of the platform economy, the Guangdong Provincial Department of Human Resources and Social Security has taken the lead in collaborating with courts, judicial administration, trade unions, market supervision, transportation, and postal services to break down departmental barriers, integrate resources, and build a collaborative governance framework characterized by "human resources and social security leadership, multi-party participation, seamless integration of mediation, arbitration, and adjudication, and one-stop processing." One-stop mediation centers throughout the province integrate functions such as consultation and acceptance, dispute mediation, legal aid, arbitration guidance, judicial confirmation, and legal education, achieving "one-window acceptance, one-stop mediation, and online processing," allowing workers in new employment forms to "run fewer errands, better protect their rights, and get things resolved quickly."

Meanwhile, Guangdong leverages digital channels such as "Yue Employment," "Yue Provincial Affairs," and "Internet + Mediation" platforms to provide 24-hour online application, video mediation, and progress tracking services, effectively addressing the challenges of dispersed work hours, frequent job mobility, and high costs of rights protection for workers in new employment sectors.
A typical case illustrates this: In Shenzhen, a platform company planned to shut down its business due to operational adjustments, involving disputes over wages and economic compensation for over 200 ride-hailing drivers. The local human resources and social security bureau, judicial bureau, and trade union quickly initiated a one-stop joint mediation, facilitating an agreement between the parties and obtaining judicial confirmation within three days. One-stop mediation centers in Guangzhou's Tianhe District and Foshan's Nanhai District have successfully handled numerous group disputes concerning delivery rider wages and occupational injury protection. Through flexible mediation, professional legal interpretation, and compassionate services, they both protect the legitimate rights and interests of workers and support the compliant operation and stable development of platform companies.
A relevant official from the Guangdong Provincial Department of Human Resources and Social Security stated that the department will work with the Guangdong Provincial Federation of Trade Unions to implement the ten livelihood projects of the Guangdong Provincial People's Government in 2026, focusing on cultivating more than 30 one-stop mediation platforms for labor disputes in new employment forms.
