Southeast Asia Information Port News (www.dnyxxg.com) On the morning of May 11, the Dien Bien Provincial People's Committee and Vingroup jointly held a groundbreaking ceremony for the "New Urban, Resort and Sports Services Area in Northwest Dien Bien Phu Ward" project in Dien Bien Phu Ward. The project covers a total area of 228.5 hectares, with a total estimated investment exceeding VND 23.66 trillion. It is the largest urban complex project in Dien Bien Province to date and will inject strong momentum into urban upgrading, tourism development, and service industry improvement in Northwest Vietnam.
Vietnamese Deputy Prime Minister Nguyen Van Thang, relevant leaders from central ministries, officials at all levels in Dien Bien Province, representatives of Vingroup, and local residents attended the ceremony to witness this important moment.
In his speech, Le Van Luong, Chairman of the Dien Bien Provincial People's Committee, emphasized that this project is a core highlight within the framework of the 2026 Dien Bien Provincial Investment Promotion Conference and has milestone significance for the local and regional socio-economic development. He urged investors to collaborate closely with relevant provincial departments and local authorities to efficiently complete all procedures, standardize land acquisition, demolition, and resettlement work, and ensure the project progresses on schedule with high quality and efficiency. Le Van Luong stated that once completed and operational, the project will not only completely transform the urban landscape of Dien Bien province but also open up new economic growth opportunities for the entire Northwest region, create numerous jobs, boost commerce and service industries, significantly improve the living standards of the people, and increase local fiscal revenue.
Vingroup Vice Chairman Le Khac Kieu responded that the group will concentrate its superior resources, strictly fulfill its commitments, and guarantee the project's progress and construction quality, strictly adhering to relevant laws, regulations, and standards in all aspects, including planning and design, land use, environmental protection, and sustainable development.
According to the plan, the project adopts a "city within a city" development model, located in Dien Bien Phu Ward and Thanh Nưa Commune, boasting a superior geographical location—providing rapid access to Dien Bien Airport and connecting to the future Moc Chau-Son La-Dien Bien Expressway axis. The project, planned for a total population of approximately 12,000, will integrate diverse functions including housing, commercial complexes, tourism and resort facilities, educational facilities, medical services, public leisure spaces, and sports venues. Dien Bien province assesses that the project, upon completion, will effectively expand the development space of the provincial capital, accelerate the linkage of regional trade and tourism resources, and help Dien Bien province gradually improve its various construction indicators as a secondary city.
At the groundbreaking ceremony, VinEnergo Energy Joint Stock Company, a member of the Vingroup green ecosystem, and the Dien Bien Provincial People's Committee simultaneously signed a memorandum of understanding on renewable energy development cooperation. According to the agreement, VinEnergo will prioritize the Dien Bien No. 1 solar power plant project, which has already received an approved investment proposal; simultaneously, it will initiate feasibility studies and investment proposals for approximately 10GW of solar power projects (estimated total investment of VND 157.95 trillion) and approximately 8000MWh of energy storage projects (estimated total investment of VND 28.431 trillion), empowering the region's green energy development.
