This information was revealed at a press conference on market supervision held on the 4th, titled "Hunan's 14th Five-Year Plan Report Card." During the 14th Five-Year Plan period, Hunan consistently prioritized consumer rights protection, promoting the parallel operation of the 12315 hotline and the 12345 government service hotline to ensure that consumer complaints were handled quickly, efficiently, and thoroughly on a single platform. A sound online consumer dispute resolution mechanism was established, attracting over 5,660 enterprises to participate and facilitating the direct settlement of 60,500 consumer disputes.
Over the past five years, Hunan Province has issued several opinions on creating a safe and reliable consumption environment, vigorously promoted the cultivation of "safe consumption" entities, and guided 68,200 business entities to make public commitments. Taking "no-reason return policy" as a breakthrough, it has encouraged 21,000 physical stores to commit to no-reason returns, completing 608,100 returns and exchanges totaling 61.92 million yuan. It has also created 343 safe and reliable consumption business districts and streets, represented by Changsha Taiping Old Street and Changde He Street, improving business integrity and consumer satisfaction.
It is reported that Hunan has improved the joint meeting system for consumer rights protection, clarifying the responsibilities of 28 member units and building a co-governance pattern of government leadership, departmental collaboration, corporate self-discipline, industry self-governance, social supervision, and consumer participation. It has also signed a cooperation agreement on consumer rights protection with Hubei and Jiangxi provinces in the middle reaches of the Yangtze River, establishing a regional system for cross-regional and cross-store returns and exchanges.
Over the past five years, Hunan Province has regularly conducted themed publicity campaigns for "3.15" International Consumer Rights Day, holding more than 3,000 events, distributing 3 million copies of promotional materials, broadcasting 100,000 public service advertisements, issuing more than 1,200 consumer alerts and warnings, and publicizing 150,000 complaint records, creating a strong atmosphere of public concern and support for consumer rights protection.
