The special action will be implemented from now until the end of December 2026, gradually exploring and establishing working systems and mechanisms, and transitioning to normalized implementation after 2027.
The Plan clarifies that by the end of December 2026, the civil affairs bureaus of all cities and counties (districts) in Ningxia must further improve the registration and retention materials for admission (departure) of juvenile assistance and protection institutions, based on the unified template for registration and retention materials in Ningxia, forming a unified implementation standard.
The Plan requires that the civil affairs departments of all prefecture-level cities establish a regular training mechanism, organizing at least one special training session annually for the heads of their affiliated juvenile protection institutions and the heads of juvenile protection institutions in their subordinate counties (districts), to further improve the performance level of the heads of juvenile protection institutions. Ningxia's child protection institutions are required to conduct a comprehensive safety hazard investigation, covering areas such as fire safety, food safety, building safety, electrical safety, and facility and equipment safety. By July 31, 2026, they must complete the comprehensive hazard identification, system entry, and record-keeping, implementing a system of time-limited rectification, item-by-item verification, and closed-loop management, and establishing a normalized self-inspection and rectification safety management model.
The plan also mentions that Ningxia will simultaneously launch the "Love and Protection for New Life—Ningxia Social Work Service Co-construction Plan for Children in Difficult Circumstances (2026-2029)," covering the child assistance and protection centers in Yinchuan, Shizuishan, Wuzhong, Guyuan, and Zhongwei. By the end of 2026, each prefecture-level city civil affairs department in Ningxia will designate at least one child protection institution as a pilot, focusing on incubating and cultivating social organizations providing social care services for children in difficult circumstances.
