The two-day monthly meeting, which began yesterday and continued today, was chaired by Lao Prime Minister Somxay Siphandone at the Prime Minister's Office. According to a statement from the Lao Prime Minister's Office, the escalating uncertainty in the global and regional situation, including the Middle East conflict and geopolitical tensions in many regions, has triggered significant global economic fluctuations, becoming a key external factor analyzed at the meeting. Affected by this complex external environment, Laos faces a series of economic pressures, including fluctuating fuel prices, exchange rate volatility, rising transportation and consumer goods costs, and increased living costs for residents.
Meanwhile, many parts of Laos have been hit by floods, and the country's eight provinces are still carrying out post-flood recovery and reconstruction work in an orderly manner. Prior to the meeting, the Lao Prime Minister, Deputy Prime Ministers, and government officials at all levels had conducted on-site inspections of the disaster-stricken areas to accurately assess the disaster situation, analyze its impact, address urgent livelihood issues, and coordinate the allocation and transportation of relief supplies to ensure the basic living needs of the affected population.
Regarding disaster prevention and mitigation, the meeting clearly outlined its deployment, requiring the central and provincial disaster management committees to respond quickly and implement precise measures to provide comprehensive assistance to the affected areas. This meeting systematically reviewed the progress of key tasks in Laos during August, identified shortcomings, and clarified the core work direction and key tasks for the government in September. It also specifically reviewed the implementation progress of the resolutions of the 12th National Congress of the Lao People's Revolutionary Party, the National Tenth Five-Year Socio-Economic Development Plan, and the National Rural Development and Poverty Reduction Agenda, aligning with national development strategies and urging the effective implementation of various policies. Legislation and policy improvement were among the core agendas of this meeting. The meeting focused on reviewing several important draft amendments to laws, decrees, and policies, covering revisions to the *Government Law*, *Law on State-Funded Procurement*, *Law on Liquor Control*, *Medical Insurance Law*, *Social Security Law*, *Civil Aviation Law*, *Law on Prevention and Combating Cybercrime*, *Law on the Lao People's Public Security Forces*, and *Law on Civil Servants' Administrative Duties*, among others, to continuously improve the national legal system.
In addition, the meeting also reviewed several draft special development policies and management regulations, including a revised *Decree on Standards for Poverty Alleviation and Development*, special development policies for Huaphanpan and Phongsaly provinces, and a decree on optimizing mineral resource development management. These focused on key areas such as differentiated regional development, improving the quality and efficiency of poverty alleviation, and standardizing the management of the mining industry, precisely addressing development shortcomings and regulating industry development.
Finally, Prime Minister Somxay Siphandone made clear requirements for the progress of various tasks and the review of the agenda items.
