  Southeast Asia Information Port News (www.dnyxxg.com) – According to the Lao newspaper *Phasaxen*, Thongloun Sisoulith, General Secretary of the Lao People's Revolutionary Party Central Committee and President of Laos, attended the 12th National Conference on Organization and Personnel Work in Vientiane and delivered an important speech. He comprehensively deployed key tasks such as national institutional reform, personnel and talent development, and improvement of grassroots governance, pointing the way for the modernization of Laos' administrative system and the standardization of its governance capabilities.

  In his speech, President Thongloun Sisoulith clarified that Laos will continue to deepen institutional and mechanism reforms, streamline and optimize the national organizational structure, and strive to build a streamlined, efficient, standardized, and modern national administrative system. At the same time, it will continue to forge a modern political governance system that is clean, self-disciplined, has a strong work ethic, and outstanding capabilities, accurately adapting to the various needs of the country's high-quality development and consolidating the foundation of national governance.

  The conference emphasized that institutional construction and the development of a cadre and talent pool are the core supports for the country's long-term development. Improving the organizational structure and standardizing the personnel system are key measures for implementing national development strategies and comprehensively improving the level of comprehensive governance. Thongloun Sisoulith emphasized that organizational and personnel work is the foundation of all undertakings of the Party and the State, directly determining the effectiveness of national development. The effectiveness of policy implementation at all levels and the quality of development depend heavily on the comprehensive qualities of leading cadres and the level of human resource development.

  This meeting was a grand and authoritative affair, attended by General Vilay Lakhamphong, Member of the Political Bureau of the CPC Central Committee and Standing Committee Member of the Secretariat of the CPC Central Committee; and Sisay Ledemonsong, Director of the Organization Committee of the CPC Central Committee, Member of the Political Bureau of the CPC Central Committee and Standing Committee Member of the Secretariat of the CPC Central Committee. Representatives from various central ministries, state organs, provinces, municipalities, and relevant departments participated to discuss key tasks such as improving the quality of organizational and personnel work, deepening institutional reforms, and cultivating a high-quality talent pool.

  Thongloun Sisoulith fully affirmed the fruitful achievements Laos has made in organizational, personnel, and institutional governance over the past five years, and highly recognized the solid results achieved by departments at all levels in cadre team building, governance system optimization, and institutional mechanism improvement. He demanded that the next step focus be on optimizing personnel planning, cultivating leadership pipelines, and refining the management of the civil service, continuously strengthening the national political system, forging a high-quality, professional cadre team, and cultivating a group of outstanding management talents capable of meeting future development challenges.

  He stated that the systematic organizational restructuring will comprehensively empower Laos' economic governance, social administration, and public services to improve quality and upgrade, while simultaneously strengthening national defense and security, and ensuring social stability and development, thereby enhancing overall governance efficiency.

  Regarding grassroots governance, the meeting clarified the core phased goals: Laos will steadily advance the improvement of its grassroots institutions, striving to establish a complete grassroots governance system in 621 townships nationwide by 2027. Each township will serve as the core platform for policy implementation, public service provision, and the handling of local livelihood issues, thus bridging the gap between national governance and the grassroots.

  Furthermore, Thongloun Sisoulith emphasized the important value of patriotic education and the development competition mechanism. He proposed to improve the commendation and incentive system, so as to stimulate social innovation and enhance social productivity through positive incentives, widely mobilize the enthusiasm and initiative of the people to participate in national construction, and unite the whole society to work together for development and revitalization.
