  Southeast Asia Information Port News (www.dnyxxg.com) – The Second Plenary Session of the 12th Central Committee of the Lao People's Revolutionary Party was successfully held. General Secretary Thongloun Sisoulith presented a series of important suggestions to the Party Central Committee at the meeting, the core of which was to ensure the rapid implementation, focused focus, and effective results of the resolutions of the 12th Party Congress, thus pointing the way for Laos' future development.

  General Secretary Thongloun made several specific work requirements at the meeting: First, he suggested that the Central Committee members comprehensively and meticulously prepare for the inauguration ceremonies of the new National People's Congress and provincial people's councils, ensuring the orderly progress of all preparatory work; second, he provided guidance on the Third Plenary Session of the 12th Central Committee, suggesting the formulation of a detailed work plan that includes rural development and poverty alleviation on the national agenda, which is highly consistent with the core goals of promoting rural poverty reduction and achieving green development in Laos's Tenth Five-Year National Socio-Economic Development Plan (2026-2030); third, he gave instructions to the congresses of other subjects, emphasizing the need to focus on inspection work, government agencies, and media work, strengthen the construction of the grassroots political foundation, thoroughly implement the Party's "three constructions" policy, and promote the improvement of grassroots governance capabilities.

  General Secretary Thongloun emphasized that the Politburo must be built into a strong and highly united collective. In the coming years, it needs to work together to address current development challenges and continuously drive new breakthroughs in all areas. He also stated that it is crucial to ensure the complete success of the 12th National Congress of the Lao National Development Front, to ensure the effective implementation of its new reform policies, and to better adapt it to the development needs of the new era. Furthermore, he called on all citizens to revitalize their patriotism, be enterprising, promote the transformation and upgrading of production and business operations, and help Laos embark on a path of independent economic development, self-reliance, and self-strengthening, laying the foundation for achieving the goal of shedding its status as a least developed country.

  During the meeting, the Central Committee approved several important documents and issued a series of guiding opinions, clarifying the basic content of the Central Committee's five-year work plan, as well as the action plans and key work plans of central and local departments. The Central Committee members reached a high degree of consensus, unanimously agreeing to utilize human resources rationally and efficiently, to uphold the principle of democratic centralism through concrete actions, and to further consolidate the wisdom and strength of the Central Committee, improve the decision-making mechanism, and prevent the General Secretary from abusing his power in the decision-making process.

  Regarding national development and governance, the meeting made specific arrangements: First, to ensure the smooth implementation of the Tenth Five-Year Plan for National Socio-Economic Development, specific guidance will be provided to support the government in submitting the plan to the National Assembly for review and approval, and in its implementation, helping Laos achieve its development goal of an average annual GDP growth of no less than 5%; Second, the responsibilities, rights, and obligations of provincial party secretaries and the mayor of Vientiane were clarified, the relationship between district party secretaries and district heads was standardized, and all work was required to strictly adhere to democratic principles, preventing any infringement of rights and obligations. Provincial party secretaries are required to represent the chairman of the provincial people's council in strengthening supervision and inspection of local administrative organs to ensure standardized, decisive, and transparent work; Third, it was clarified that all localities must advance commune construction according to the established plan, to be completed no later than mid-2027, and then gradually promoted and implemented nationwide; Fourth, all work was required to strictly align with the Party and state policies, with a focus on implementing the resolutions of the 12th National Congress of the Communist Party of China, ensuring that policy benefits are effectively delivered to the grassroots people.

  Finally, the Party Central Committee clearly required strengthening supervision and management of enterprise managers, urging them to strictly abide by disciplinary regulations and legal obligations, adhere to the principle of appointing people based on merit, and promote talented, capable, and honest personnel to provide a solid guarantee for the high-quality economic and social development of Laos.
