
Southeast Asia Information Port (www.dnyxxg.com) – On the occasion of the United Nations General Assembly's International Clean Energy Day (January 26), Canada officially announced that it will support the development of renewable energy in Laos through the "Monsoon Wind Power Project," helping both sides achieve their shared vision of "building a greener, more resilient future."
According to the Facebook page of the Canadian Embassy in Laos, Canada has provided a $30 million concessional loan to support the development of renewable energy in Laos. The $930 million "Monsoon Wind Power Project" officially commenced commercial operation on August 22, 2025. It is Asia's first cross-border renewable energy project and has already delivered 600 megawatts of clean electricity to Vietnam, effectively strengthening regional power interconnection, improving energy security, and injecting momentum into the region's sustainable economic growth.
The project spans 68,000 hectares across Dachang District in Cheong Kong Province, Laos, and Sang Xai District in Attapeu Province, Vietnam, utilizing 133 wind turbines installed along the ridgeline to generate electricity from the region's strong and stable wind resources. The electricity is collected at four 115 kV substations, then stepped up to 500 kV at the project's substation. It is then transmitted via a 27-kilometer high-voltage transmission line to the Lao-Vietnamese border, subsequently connecting to Vietnam's 500 kV transmission network, and then transmitted 44 kilometers to the Thanh My substation of Vietnam Electricity Company.
The project has received extensive international support, with a shareholder consortium comprised of several international companies, including Impact Electrons Siam, ACEN (Philippines), and BCPG (Thailand). Financing is led by the Asian Development Bank, with participation from the Asian Infrastructure Investment Bank, the Japan International Cooperation Agency, and other regional and international lending institutions. Construction is led by China Power Construction Corporation, and wind turbines are provided by Envision Energy.
International Clean Energy Day aims to raise public awareness of clean energy and mobilize action to promote a fair and inclusive clean energy transition. The advancement of this "Monsoon Wind Power Project" is a concrete example of how all parties are putting this concept into practice and working together to promote regional green development.
