
Southeast Asia Information Port News (www.dnyxxg.com) – The 10th Session of the 9th National Assembly of Laos opened on November 10, 2025, and successfully concluded on November 21. The meeting was chaired by National Assembly Speaker Saysomphone Phomvihane, and attended by President Thongloun Sisoulith, Prime Minister Somsay Siphandone, senior officials from various political parties and the government, all members of the National Assembly, and retired senior officials.
In his closing remarks, Saysomphone Phomvihane emphasized that the meeting had successfully achieved its established objectives. The meeting highly commended the spirit of cooperation among National Assembly members, government officials, and representatives of various political parties – all parties fulfilled the functions of the National Assembly in accordance with the law, pooled their wisdom and strength, and thoroughly reviewed fundamental issues concerning national development. To implement the resolutions of the 11th Congress of the Lao People's Revolutionary Party, the meeting reviewed, adopted, and issued eight resolutions, clearly requiring the government and relevant agencies to implement them. The core objectives are to ensure the country's sustainable development, consolidate political stability, maintain social harmony and order, promote steady economic growth, and ultimately gradually improve the living standards of all ethnic groups.
This session of the National Assembly reviewed and approved several important issues concerning national development. The core contents included:
Approving the government's report on the implementation of the Ninth Five-Year National Socio-Economic Development Plan (2021-2025);
Approving the implementation of the 2025 Five-Year National Budget Plan (2021-2025), the 2025 Monetary Plan, and the 2026 National Socio-Economic Development Plan, National Budget Plan, and Monetary Plan;
Revising the 2025 national budget, non-tax revenue and expenditure plans for central and local departments, and the 2024 fiscal surplus utilization plan;
Setting goals for the next stage of development in line with the direction of the draft Tenth Five-Year National Socio-Economic Development Plan (2026-2030).
The successful convening of the meeting is a result of all members of the National Assembly fully exercising their democratic rights and strengthening their political responsibility, and also reflects the government's scientific decision-making and the precise policies implemented by relevant state organs to solve economic and financial problems. This meeting further strengthened the confidence of the Lao people in the Lao Party and government in leading and building the country, and laid a solid political and policy foundation for future development.
