Focusing on the full life-cycle service needs of business entities and with improving the administrative efficiency of government departments as its core, the Action Plan comprehensively promotes the construction of seven environments: market, government affairs, factors of production, credit, openness, industry, and the rule of law, systematically deploying 31 key measures.
This information was obtained by reporters at a press conference held by the Jilin Provincial Government Information Office on the 27th. The Action Plan will guide various localities in Jilin Province to implement precise policies around key industries such as automobile manufacturing, pharmaceuticals, and ice and snow tourism.
Zhang Yabin, Deputy Director of the Jilin Provincial Government Service and Digital Construction Administration, introduced that the Action Plan focuses on the entire process of enterprise entry, operation, relocation, and exit, continuously simplifying approval procedures, breaking down various hidden barriers, addressing prominent issues such as unfair market access and restrictions on competition, ensuring equal rights and opportunities for all types of business entities, and consolidating the institutional foundation for the healthy development of the market economy.
It is understood that Jilin Province will further promote "one-stop online services" and "paperless approval," deepen the reform of "efficiently completing one matter," and solve problems such as multiple approval procedures and businesses having to make multiple trips to different offices. The province will provide intelligent, integrated, and value-added services, promoting the transformation of government services from "able to handle" to "easy to handle, convenient to handle, and fast to handle."
Zhang Yabin introduced that the "Action Plan" focuses on key production factors such as land, capital, talent, and data, optimizing the supply model of these factors, improving resource allocation efficiency, and targeting solutions to problems such as difficulties in financing, land use, and labor recruitment for enterprises. It strengthens the guarantee of key factors for major projects and key industries, ensuring that high-quality projects can be attracted, retained, and developed well. It emphasizes government integrity and commitment, deepens the "credit-for-certificates" reform, and improves the credit repair and joint reward and punishment mechanisms, using government integrity to lead social integrity, ensuring smooth sailing for those who keep their promises and restricting those who break them everywhere.
At the same time, it aligns with the deployment of high-level opening-up, improves the "one-stop" service system for foreign investment, accelerates the construction of smart ports, promotes the improvement of the quality and efficiency of border trade, and continuously expands new spaces for Jilin's opening-up and cooperation.
It is reported that the "Action Plan" for the first time includes a separate section on the industrial environment, closely aligning with the goals of the "15th Five-Year Plan" for building a modern industrial system. It aims to promote the deep integration of the business environment with key industries, strengthen and optimize advantageous industries such as ginseng and grain, and foster coordinated development across the industrial chain.
Zhang Yabin stated that the province will implement the "Regulations of Jilin Province on Optimizing the Business Environment," strengthen intellectual property protection, standardize administrative law enforcement involving enterprises, and focus on resolving issues such as difficulties in rights protection for enterprises and irregular law enforcement, ensuring that all types of business entities can invest with confidence and develop with peace of mind.
