  Southeast Asia Information Port News (www.dnyxxg.com) – Since the launch of the Hainan Free Trade Port's customs clearance operation, various innovative businesses have been steadily progressing. Haikou Customs disclosed on the 5th that the first batch of bonded repair goods from outside the zone, subject to the "exceptional measures" policy, recently completed all repair procedures in the Haikou National High-tech Zone and were re-exported from Haikou Meilan Airport. This marks the first time that the Hainan Free Trade Port's medical device bonded repair business has achieved a closed-loop process of "import—repair—re-export."

  At the end of 2025, the medical device bonded repair project of Kaili Biomedical Technology (Haikou) Co., Ltd. received approval from the Ministry of Commerce, becoming the first approved medical device bonded repair project outside the zone in the Hainan Free Trade Port. It is also the first project allowed to conduct "two-ends-outside" medical device bonded repair under the "List of Prohibited and Restricted Import and Export Goods and Articles of Hainan Free Trade Port" implemented from the date of the island's customs clearance operation.

  This project allows companies to receive self-produced medical devices awaiting repair from around the world under full customs supervision, conduct testing, repair, and functional upgrade services, and then directly re-export them after repair.

  To address the business needs of companies re-exporting their goods, Haikou Customs has clarified the declaration standards under the special supervision method of "implementing exception measures + bonded repair," assisting companies in completing the entire online declaration process through the "International Trade Single Window." By establishing a classification, filing, and verification mechanism for goods awaiting repair, repaired goods, and irreparable goods, the processing procedures have been significantly simplified, customs clearance time has been reduced, and "immediate review and rapid release" has been achieved. For used parts, damaged parts, and scrap materials generated during repair, a "classified disposal and full-process tracking" supervision model is adopted, ensuring that all components are compliantly re-exported while avoiding additional operating costs for companies, achieving a balance between regulatory efficiency and business convenience.

  "From the declaration of imported spare parts, repair to re-export, the customs' full-process tracking service and intelligent supervision have provided us with great convenience," said Li Xiaoxi, General Manager of KaiLi Biomedical Technology (Haikou) Co., Ltd. He added that this business has fully established a new business chain of "global order taking, Hainan repair, and global delivery," accumulating valuable experience for the company to expand into the international high-end medical device repair market.

  Haikou Customs stated that it will further promote the clustering and development of high-end bonded repair businesses such as medical devices, aviation equipment, and precision instruments in Hainan. At the same time, it will conduct policy interpretation through multiple channels to support more enterprises in making full use of the free trade port policies, helping them to establish themselves in Hainan and expand into international markets.
