  Southeast Asia Information Port News (www.dnyxxg.com) – The Fourth Session of the Eighth Hainan Provincial Committee of the Chinese People's Political Consultative Conference (CPPCC) opened on the 26th. During the first "Members' Corridor" session, Wang Jia, a member of the Hainan Provincial CPPCC, a standing committee member of the Hainan Provincial Committee of the China Democratic League, and president of the Hainan Provincial Investment Chamber of Commerce, offered suggestions on Hainan's marine economic development during the 15th Five-Year Plan period. She proposed "using the 'sea-themed' industry as an engine, and through coordinated efforts across the upstream and downstream of the industrial chain, to build a trillion-yuan-level industrial ecosystem."

  As my country's most open free trade port, Hainan possesses unique tropical marine resources and an excellent ecological environment, giving it unparalleled advantages for developing its marine economy. The "Suggestions of the Hainan Provincial Committee of the Communist Party of China on Formulating the 15th Five-Year Plan for National Economic and Social Development" clearly proposes building a strong maritime province, outlining a grand blueprint for Hainan's marine economic development to create a new "Maritime Hainan."

  Member Wang Jia believes that Hainan's tourism and cultural industry is currently at a critical stage of transformation and upgrading. After the island's full customs closure, traditional sightseeing-oriented tourism formats can no longer meet the increasingly sophisticated consumer demands. Against this backdrop, Hainan urgently needs to build a tourism industry platform centered on in-depth experiences and ecological integration, and the "sea-based tourism" industry is the core engine driving the "reconstruction of Hainan's maritime potential."

  "With strong government support, a mature market, and continuously increasing social consensus, Hainan is poised to develop its 'sea-based tourism' industry at the right time," said Wang Jia. She stated that the "sea-based tourism" industry should be used as an engine to fully develop a cultural and tourism destination with marine characteristics, and offered four specific suggestions:

  First, strengthen top-level design and ensure unified planning. The "sea-based tourism" industry should be positioned as an emerging strategic pillar industry, constructing a comprehensive and interconnected industrial development pattern. Promote the deep integration of the "sea-based tourism" industry with in-depth experiential tourism and diversified business formats, cultivating a well-structured and collaborative industrial ecosystem.

  Second, optimize the overall layout and create a five-tiered ecosystem. Based on the different resource endowments of each city and county, differentiated development will be achieved: Sanya will focus on developing high-end industries such as high-end yachting, deep-sea diving, and sea fishing competitions; Haikou will focus on urban sailing, smart exhibitions and sales, and cultural and creative industries, building a comprehensive tourism service area; Qionghai will leverage the brand advantage of the Boao Forum for Asia to create an industrial cluster integrating conference and exhibition services with the culture of Tanmen fishing port; Danzhou will cultivate a distinctive "industrial tourism + leisure fishing" model, building a fishing port industrial park; and Sansha will gradually promote the development of marine tourism and study tour industries. Simultaneously, relying on the island's ring road, the industrial layout of each region will be linked and organically connected.

  Third, a festival brand will be created to enhance international influence. The Hainan "Play in the Sea Festival" brand with global influence will be built, breaking the traditional festival model and promoting the deep integration of culture, sports, food, events, cultural and creative industries with related industries. Through continuous promotion, the "Play in the Sea" industry cluster will be developed into a "golden name card" showcasing the charm of Hainan's ocean.

  Fourth, the vitality of cities and counties will be stimulated to break down development barriers. The plan guides all cities and counties to embrace the concept of "seeking productivity and new growth points from the ocean," and encourages them to be bold in pioneering and innovative approaches within the framework of a unified provincial plan. It breaks down administrative barriers, promotes coordinated planning, shared market resources, and joint infrastructure development among cities and counties, and collaboratively creates an ecological deep-sea experience industry zone.
