  Southeast Asia Information Port News (www.dnyxxg.com) – On the 29th, the Ningde Maritime Safety Administration (Fujian), the Wenzhou Maritime Safety Administration (Zhejiang), the Ningde Municipal Bureau of Ocean and Fisheries, and the Wenzhou Municipal Bureau of Agriculture and Rural Affairs jointly signed a "Cross-Regional Four-Party Cooperation Agreement" in Fuding City, Ningde, Fujian Province, marking the official launch of a cross-regional and cross-departmental collaborative governance mechanism for the waters bordering Fujian and Zhejiang.

  The Ningde Maritime Safety Administration stated that this move aims to break down inter-provincial regulatory barriers, prevent and mitigate the safety risks of collisions between merchant and fishing vessels, and fully guarantee navigation safety and orderly fisheries production in the border waters.

  Ningde and Wenzhou are geographically close and share connected sea areas, and have established a solid foundation of cooperation over the years in areas such as collision prevention and emergency response for merchant and fishing vessels. Chen Zhixiong, Deputy Director of the Ningde Maritime Safety Administration, stated at the signing ceremony that the signing of this four-party agreement marks a new stage in collaborative governance between the two regions. According to the agreement, the four parties will focus on building seven major mechanisms: information sharing, joint consultation, law enforcement cooperation, emergency response, coordinated vessel traffic organization, joint publicity and education, and talent training cooperation, to comprehensively improve the safety governance capabilities of the waters bordering Fujian and Zhejiang.

  During the meeting, the four participating organizations introduced the progress of key tasks such as joint governance of commercial and fishing vessels and the centralized rectification of major safety hazards on commercial and fishing vessels. They also engaged in in-depth exchanges on topics including collision prevention cooperation between commercial and fishing vessels, coordinated management of vessels across jurisdictions for typhoon and storm shelter, port of registry management, and collaborative governance of low-standard vessels, clarifying the first batch of cooperative projects for the near future.

  According to reports, the four parties will take this signing as an opportunity to accelerate the implementation of the first batch of cooperative projects, continuously deepen the operation of the seven mechanisms, constantly improve the cross-regional collaborative governance system, and make every effort to solve the challenges of inter-provincial maritime supervision, safeguarding the continued stability of maritime traffic safety in the waters bordering Fujian and Zhejiang, and building a solid safety barrier for the high-quality development of port economies and marine fisheries in both regions.
