  Southeast Asia Information Port News (www.dnyxxg.com) – According to the website of the Ministry of Emergency Management, the State Council Safety Committee Office issued an emergency notice regarding recent major accidents, deciding to place four accidents under special supervision for investigation.

  While the overall national work safety situation has been stable this year, several major fatal accidents have recently occurred in various regions. On March 13, an accident at an auto parts company in Zhaoqing, Guangdong, resulted in 3 deaths and 4 injuries; on March 14, a fire at a self-built house in Meizhou, Guangdong, resulted in 3 deaths and 2 injuries; on the same day, a fall occurred while rock climbing near Yanlie Mountain in Jiujiang, Jiangxi, resulting in 3 deaths; and on March 15, a mechanical injury accident at an auto parts company in Yantai, Shandong, resulted in 3 deaths.

  On March 15, the State Council Safety Committee Office decided to place the investigation of the above four accidents under special supervision, requiring relevant local authorities to conduct investigations at a higher level according to the principle of "four no-tolerance" (no letting go of any aspect of the accident), and to hold those responsible accountable in accordance with laws and regulations. An emergency notice was issued regarding recent typical major accidents, requiring that lessons be learned from these incidents to resolutely prevent and curb major and serious accidents, effectively prevent the resurgence of major and near-miss accidents, and ensure the continued stability of the national safety situation.

  The notice pointed out that recent typical accidents have sounded the alarm for safety. Currently, various production and business units are accelerating the resumption of work and production, with a strong desire to achieve a "good start," leading to a significant increase in safety risks. As temperatures gradually rise and people travel more, various risks and hidden dangers are intertwined and overlapping, making safety production a matter that cannot be relaxed for a moment.

  The notice demanded that the political responsibility of preventing and resolving major safety production risks be resolutely shouldered. All regions, relevant departments, and units must strengthen the analysis and assessment of safety production risks in their respective regions, units, and industries, solidly promote the three-year action plan for fundamentally addressing safety production issues, and intensify targeted efforts to combat illegal activities and violations, making every effort to prevent and resolve major safety production risks, and taking concrete actions to continuously strengthen the safety foundation for economic and social development. They must be on high alert and strictly control the safety of resuming work and production. The notice emphasizes focusing on key industries such as mining, hazardous chemicals, construction, and industry and trade, strengthening risk assessment and warnings for resuming work and production, urging enterprises to strictly formulate and implement work plans for resuming work and production, comprehensively conduct pre-operation risk identification, carry out pre-start mobilization and training, clarify personnel attendance requirements, implement safety protection measures, and strictly prevent equipment and facilities from operating with defects and enterprises from resuming production with defects. For mining enterprises, strict acceptance inspections for resuming work and production are required, ensuring that "one enterprise can resume production only after passing inspection."

  The notice also stresses strengthening safety risk prevention for public travel, tourism, and outdoor activities. It further emphasizes strengthening transportation safety supervision and responsibility implementation, strengthening safety management in scenic areas involving water and mountains, strengthening the investigation and rectification of hidden dangers in facilities and equipment such as cableways, cable cars, large amusement facilities, glass walkways, floating bridges, suspension bridges, and sightseeing vehicles and boats, strengthening safety reminders and publicity, promptly dissuading tourists from entering unauthorized "wild scenic areas" or other areas lacking effective safety protection, strengthening safety management of organized outdoor activities such as rock climbing and hiking, and preventing oversight and loss of control. It also calls for accelerating the consolidation of the foundation of grassroots fire safety. In accordance with the requirements of the "Opinions of the General Office of the State Council on Strengthening Grassroots Fire Protection Work" recently issued, we will coordinate and promote the implementation of various tasks and measures. Focusing on key areas such as self-built commercial buildings ("three-in-one" and "multi-in-one"), high-rise residential buildings, large commercial complexes, hotels, nursing homes, medical institutions, and schools, we will continue to deepen the safety rectification of the entire chain, including building insulation materials and hot work in densely populated areas. We will strictly investigate illegal and irregular activities such as illegal parking and charging of electric bicycles, the use of flammable and combustible exterior wall insulation materials, illegal hot work, unauthorized wiring, and obstruction of fire lanes.

  At the same time, we must effectively strengthen emergency response and investigation of accidents. We will conduct strict accident investigations and handle them rigorously. For typical accidents, we will upgrade the investigation level and supervise their handling according to procedures. While promoting a closed loop of problem rectification and accountability, we will focus on identifying quality and standard deficiencies, forcing an improvement in intrinsic safety levels, and drawing lessons from these incidents to promote comprehensive governance across all sectors, preventing recurrence from the source.
