Southeast Asia Information Port News (www.dnyxxg.com) Premier Li Qiang recently signed a State Council decree promulgating the revised "Regulations on Funeral Management" (hereinafter referred to as the "Regulations"). The Regulations will come into effect on March 30, 2026. The full text consists of 8 chapters and 73 articles. The main revisions are as follows:
First, clarifying the requirements for funeral management.** It emphasizes that the funeral industry is an important public welfare undertaking; adheres to the principles of public welfare, benefiting the people, civilization and frugality, and green ecology; improves funeral services; deepens the transformation of funeral customs; and steadily promotes funeral reform.
Second, clarifying basic public services for funerals.** It stipulates that eligible funeral service items will be gradually included in the scope of national basic public services, and dynamically adjusted; it clarifies the establishment of a funeral industry investment mechanism adapted to the basic funeral service needs of the public.
Third, strengthening fee management.** Funeral services will be subject to list-based management, prohibiting the establishment of items and charging fees outside the list; relevant departments are required to strengthen price monitoring and supervision in accordance with the law to curb excessive charges; specific circumstances of price violations in the funeral sector are detailed.
Fourth, strengthening full-chain supervision.** Strengthen law enforcement cooperation and coordination to standardize service management at all stages of the "death, funeral, burial, and memorial" process.
Fifth, promote land-saving and eco-friendly burials. Promote burial methods that occupy little or no land, encourage eco-friendly burials, and promote land-saving burials.
