An investigation revealed that Shi Genzhi had lost his ideals and beliefs, betrayed his original aspirations and mission, and resisted organizational review; he disregarded the spirit of the Central Eight-Point Regulation, borrowed vehicles from those he managed and served, accepted banquets and travel arrangements that could affect the impartial performance of his official duties, improperly frequented private clubs, improperly organized banquets paid for with public funds, and improperly arranged for the purchase of high-end liquor with public funds for official receptions; he violated organizational principles, failed to report personal matters as required, did not truthfully explain issues during organizational inquiries, and sought benefits for others and accepted bribes in cadre selection and appointment; he breached the bottom line of integrity, used his power to seek benefits for others and accepted bribes, improperly accepted gifts, cash, and gift cards, and had others pay expenses that should have been borne personally; he abused his power, improperly interfered in and intervened in market economic activities; he engaged in large-scale power-for-money transactions, using his position to seek benefits for others in project contracting, payment collection, and promotion, and illegally accepted huge amounts of money.

Shi Genzhi seriously violated the Party's political discipline, organizational discipline, integrity discipline, work discipline, and lifestyle discipline, constituting serious job-related violations and suspected bribery crimes. Moreover, he did not restrain himself after the 18th National Congress of the Communist Party of China, making his actions serious in nature and having a negative impact, warranting severe punishment. Based on the relevant provisions of the "Regulations on Disciplinary Sanctions of the Communist Party of China," the "Supervision Law of the People's Republic of China," and the "Law of the People's Republic of China on Administrative Sanctions for Public Officials," after discussion at the Standing Committee meetings of the Henan Provincial Commission for Discipline Inspection and the Henan Provincial Party Committee, and with the approval of the Central Committee of the Communist Party of China after review by the Standing Committee of the Central Commission for Discipline Inspection, it was decided to expel Shi Genzhi from the Party; the Henan Provincial Supervisory Commission will dismiss him from public office; his qualifications as a delegate to the 20th National Congress of the Communist Party of China and the 11th Henan Provincial Congress of the Communist Party of China will be terminated; his illegal gains will be confiscated; and his suspected crimes will be transferred to the procuratorial organs for investigation and prosecution according to law, with all related assets transferred as well. The decision to expel him from the Party will be ratified at the next plenary session of the Henan Provincial Party Committee.
